What is planned?
SALFORD CITY COUNCIL
Town and Country Planning (General Permitted Development) Order 2015 (GPDO)
Notice of the confirmation of an Article 4 Direction
Salford City Council made an Article 4 Direction on 25 October 2023, under Article 4(1) of the GPDO. The Direction relates to Development comprising the change of use of a building from a use falling within Class C3 (dwellinghouses) of Schedule 1 to the Town and Country Planning (Use Classes) Order 1987 (as amended) to a use falling within Class C4 (houses in multiple occupation) of that schedule and removes permitted development rights for this type of development from the date when the Direction comes into effect in those areas to which the Direction applies. Planning permission will therefore be required in those areas for change of use from Class C3 to Class C4 once the Direction is in effect.
The City Council consulted on the Direction between 17 November 2023 and 5 January 2024 and following consideration of the representations received during this period has determined to confirm the Direction. The City Council confirmed the Direction on 9 July 2024 and the Direction will come into force on 17 November 2024.
The Article 4 Direction applies to:
• The whole extent of the Wards of Little Hulton, Swinton and Wardley, Walkden North, Walkden South, Worsley and Westwood Park; and
• The extent of the Wards of Barton and Winton, Pendlebury and Clifton, and Swinton Park that are not within the boundary of the small HMO Article 4 Direction that came into force on 25 November 2018.
A copy of the Direction including a map defining the area covered, can be viewed at: Clifton, Little Hulton, Swinton, Walkden, Worsley Village, and Winton libraries; and on the Council’s website at www.salford.gov.uk/article-4-direction.
