NOTICE OF HEARINGS RELATING TO THE PROPOSED VIKING CCS PIPELINE DEVELOPMENT CONSENT ORDER PLANNING INSPECTORATE REFERENCE: EN070008
NOTICE IS HEREBY GIVEN that, at the dates, times and places set out below, Issue Specific Hearings will be held by the Examining Authority (appointed by the Secretary of State) for the examination of the application made by Chrysaor Production (U.K.) Limited, 23 Lower Belgrave Street, London, SW1W 0NR (“the Applicant”) for a Development Consent Order (“DCO”) under section 37 of the Planning Act 2008 (“the Application”).
Summary of the Proposed Development
The Viking CCS Pipeline (“the Proposed Development”) comprises a new 24’’ (609 mm) diameter onshore pipeline of approximately 55.5 km in length, which will transport carbon dioxide (CO2) from the Immingham industrial area to the Theddlethorpe area on the Lincolnshire coast, where it will connect into the existing 36’’ (921 mm) diameter offshore LOGGS pipeline.
The key components of the Proposed Development comprise:
• Immingham Facility;
• Approximately 55.5 km 24” onshore steel pipeline (including cathodic protection);
• Three Block Valve Stations;
• Theddlethorpe Facility;
• Existing LOGGS pipeline and isolation valve to the extent of the Order Limits at Mean Low Water Springs;
• Permanent access to facilities;
• Mitigation and landscaping works;
• Temporary construction compounds, laydown, parking and welfare facilities;
• Temporary access points during construction.
The DCO would also authorise: (i) the compulsory acquisition of interests in land and rights over land; (ii) the powers to use land permanently and temporarily; (iii) the construction of temporary accesses to the Proposed Development; (iv) the temporary stopping up or diversion of public rights of way, street works and highway works; and (v) the application and disapplication of certain legislation.
Development consent is required because the Proposed Development is a nationally significant infrastructure project pursuant to sections 14(1)(g) and 21 of the Planning Act 2008, as it would authorise the construction and operation of a cross-country pipeline. It is for this reason that the Proposed Development falls within the remit of the Secretary of State’s decision-making powers.

If you wish to attend and/or participate in any or all of the above hearings, you must register by completing the Planning Inspectorate’s event participation form. Please contact the Case Team using the contact details at the bottom of this notice if you require any support or assistance to attend any of the hearings, either virtually or in person.
If you simply wish to observe the hearings virtually then you do not need to register as you will be able to watch a livestream of the events. A link to a livestream for each hearing will be made available on the Planning Inspectorate’s project webpage for the Proposed Development shortly before any hearing is due to open. The physical venue above will also be open to the public.
Virtual Registration - All virtual participants will be required to take part in a registration process before each session of the Hearing. This will be held with the Case Team before the start of each session. This gives time for the Case Team to admit everyone to the Hearing.
Cancellation Of Hearing - If any of the Hearings are no longer required, reasonable notice will be provided of the Planning Inspectorate’s decision to cancel them by the posting of a banner on the Planning Inspectorate’s project webpage for the Proposed Development.
Any Hearings further to those listed will be advertised by one or more further notices. In accordance with Rule 13(3) of the Infrastructure Planning (Examination Procedure) Rules 2010, as amended, the Planning Inspectorate will also notify interested parties of the date, time and place fixed for each hearing.
