Summary of the Project:
The Application is for development consent to construct, operate and maintain the Cambridge Waste Water Treatment Plant Relocation
project (the ‘proposed WWTP’), on land north of A14 Trunk Road, Milton, Cambridge. The proposed WWTP involves the construction of a new
waste water treatment plant and sludge treatment centre together with the associated waste water and final effluent transfer infrastructure,
comprising a waste water transfer tunnel from the existing Cambridge WWTP to the proposed WWTP, final effluent and storm pipeline with an
outfall to the River Cam, and two new pipelines (rising mains) (the Waterbeach Pipeline) from the Waterbeach New Town development area off
Bannold Drove (Waterbeach) to the proposed WWTP, either via the existing works or direct. Other ancillary development includes a new access
road connecting the proposed WWTP to the local road network at Horningsea Road and the interception and diversion of several rising mains
at the site of the existing Cambridge WWTP to relocate their discharge point from the existing Inlet Works to the new waste water transfer
tunnel. Collectively, all elements are referred to as the ‘proposed WWTP’.
The relocation will enable the delivery of South Cambridgeshire District’s and Cambridge City Council’s Area Action Plan for a new low carbon
city district in North East Cambridge, which could create 8,350 homes and 15,000 jobs over the next 20 years.
The purpose of the proposed WWTP will be to treat all waste water from the Cambridge catchment and wet sludge from the wider region as
the existing Cambridge Waste Water Treatment Plant currently does. It will also have the capacity to treat the waste water from the Waterbeach
catchment and all anticipated housing growth in the combined Cambridge and Waterbeach catchment area. This is as identified in the housing
trajectory included in the First Proposals version of the Greater Cambridge Local Plan (which identifies all anticipated delivery to 2041), with
the ability to accommodate further growth to the 2080s and beyond, including the homes that will continue to be built at the strategic sites
(including Waterbeach, North East Cambridge and East Cambridge) beyond 2041.
A map showing the location of the proposed WWTP forms part of the Application (4.1 Location and Scheme Order Limits Plan).
