NOTICE OF MAKING OF STOPPING UP ORDER SECTION 247 TOWN AND COUNTRY PLANNING ACT 1990
NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston Upon Thames, 2 High Street, Kingston upon Thames, KT1 1EU (hereinafter called "the Council") has drafted an order ("The Order") pursuant to section 247 of the Town and Country Planning Act 1990 (hereinafter called "the Act") in respect of:
The existing highway relating to 5-29 Coombe Road made up of the existing area of vehicle hard standing within the development to the southern end of the site, comprising of an area of 88.2m2 ("the Footpaths") highlighting the dimensions of the area.
The extent of the Footpaths that will be subject to the Order are shown on the plan attached to the Order. The effect of the Order would be that the said land would cease to be public highway.
The Council is satisfied that it is necessary to stop up the Footpaths that are subject to this Order to allow for the implementation of the planning permission described in the Schedule.
The Council will formally consider any objections to the making of the Order which are submitted to it within the 28 day consultation period commencing on 7 March 2024, ending on 4 April 2024. Any objections must be in writing and sent to the South London Legal Partnership at Merton Civic Centre, London Road, Morden SM4 5DX or by email to rina.odedra@merton.aov.uk quoting reference CS/LEG/RO/2581/62.
A copy of the Order and a map defining the land to which it relates can be inspected at Council Offices at Reception, Guildhall, Kingston upon Thames, KT1 1 EU, from 9.00am to 5.00pm Monday to Thursday and 9.00am to 4.45pm on Friday (excluding bank and public holidays) until 4 April 2024.

Demolition of existing buildings. Erection of a 3-5 storey building and a 6-7 storey building providing 679sqm of retail and 331 sqm of office space at ground floor level, 81 flats and 2 No 2 storey houses with associated amenity space and basement parking. Main amendments include increased setback from railway line to create additional public realm, alterations to design of buildings/ space to rear and alterations to number/ mix of residential units, amount of commercial floorspace and alterations to access ramp/ basement to provide a total of 42 car parking spaces.
