Mae dau gais Cydsyniad Eilaidd yn cyd-fynd a'r cais cynllunio Datblygiad o Arwyddocad Cenedlaethol (DNS):
Cais am Gydsyniad Eilaidd o dan Adran 16 Deddf Tiroedd Comin 2006
Mae'r cais o dan Adran 16 ar gyfer rhyddhau 14.3 ha o dir comin yng Nghomin Manmoel (CL 12). Mae'r tir hwn ar ochr ddwyreiniol Manmoel, i'r gorllewin o Fferm Maes-yr-Onn ac mae wedi'i leoli'n ganolog o fewn y Comin. Mae'r cais yn cynnwys cynnig i gofrestru tir fel tir cyfnewid. Mae'r 16.85 ha o dir cyfnewid wedi'i leoli gerllaw Comin Manmoel, rhwng Fferm Tonyfedw a Fferm Maes-yr-Onn.
Y rheswm dros y cais hwn yw caniatau ar gyfer adeiladu a gweithredu'r cynllun tyrbin gwynt.
Cais am Gydsyniad Eilaidd o dan Adran 38 Deddf Tiroedd Comin 2006
Mae hwn yn gais i ymgymryd a gwaith ar Gomin Manmoel (CL 12). Diben y cais hwn yw galluogi adeiladu ffos oddeutu 4,610 m i osod ceblau i'r tyrbinau arfaethedig.
Rhoddir hysbysiad drwy hyn y bydd Arolygydd a benodwyd gan Weinidogion Cymru, Richard Duggan BSc (Hons) DipTP MRTPI will hold Hearing sessions yn cynnal sesiynau Gwrandawiad ar:
19eg, 20fed a'r 27ain o Fawrth 2024 Cynhelir y sesiynau hyn yn rhithwir drwy Microsoft Teams. Bydd Cyfarwyddiadau Manwl yn cael eu darparu i gyfranogwyr gwahoddedig, maes o law.
Diben y Gwrandawiadau yw i'r Arolygydd glywed tystiolaeth yn ymwneud a:
Cymeriad Tirwedd ac Effaith Weledol, Ecoleg a Bioamrywiaeth, Ceisiadau Tir Comin Adran 16 a 38 ac Amodau / Rhwymedigaethau Cynllunio.
Sylwch, er bod y digwyddiadau'n agored i aelodau'r cyhoedd eu harsylwi, dim ond y rhai a wahoddwyd yn benodol gan yr Arolygydd sydd a hawl i gymryd rhan. Dylai unrhyw un sy'n dymuno arsylwi gyflwyno cais i Penderfyniadau Cynllunio ac Amgylchedd Cymru erbyn 5ed Mawrth 2024 gan ddefnyddio'r manylion cyswllt ar waelod yr hysbysiad hwn. The Developments of National Significance (Wales) Regulations 2016 Developments of National Significance (DNS) Application Under Section 62 D of the Town and Country Planning Act 1990 (as amended) Commons Act 2006 (As Amended)
Application by: Cenin Renewables Ltd.
Application site: Land at Manmoel Common, near Blackwood and Ebbw Vale
A wind farm consisting of up to 5 turbines of up to 180 m maximum tip height and associated crane hardstandings, transformers housed adjacent or in turbines, on-site access tracks plus underground cable runs alongside, an on-site sub-station building, construction compound(s) and access into the site boundary.
The DNS planning application is accompanied by two Secondary Consent applications:
Secondary Consent application under Section 16 of the Commons Act 2006
The application under Section 16 is for the release of 14.3 ha of common land at Manmoel Common (CL 12). This land is located to the east side of Manmoel, to the west of Maes yr Onn Farm and is centrally located within the Common. The application includes a proposal for land to be registered as replacement land. The 16.85 ha of replacement land is located adjacent to Manmoel Common, between Tonyfedw Farm and Maes-yr-Onn Farm. The reason for this application is to allow for the construction and operation of the wind turbine scheme.
Secondary Consent application under Section 38 of the Commons Act 2006
This is an application to undertake works on Manmoel Common (CL 12). The purpose of this application is to enable the construction of a trench of circa 4,610 m to lay cables to the proposed turbines.
Notice is hereby given that an Inspector appointed by the Welsh Ministers, Richard Duggan BSc (Hons) DipTP MRTPI will hold Hearing sessions on:
19th, 20th and 27th March 2024 These sessions will be held virtually via Microsoft Teams. Detailed Instructions will be provided to invited participants in due course.
The purpose of the Hearings is for the Inspector to hear evidence relating to:
Landscape Character and visual Impact Ecology and Biodiversity, Section 16 and 38 Common Land Applications and Planning Conditions / Obligations.
Please note that although the events are open to members of the public to observe, only those specifically invited by the Inspector are entitled to participate. Anyone wishing to observe should lodge a request with Planning & Environment Decisions Wales by 5th March 2024 using the contact details at the bottom of this notice. Please ensure all correspondence quotes the application reference number - 3239181.
