COMPULSORY PURCHASE ORDER 2021

THE ACQUISITION OF LAND ACT 1981

1. The London Borough of Richmond Upon Thames (Twickenham Riverside) Compulsory Purchase Order 2021, which has been submitted by the London Borough of Richmond Upon Thames (the "Council") to the Secretary of State for Levelling-Up, Housing and Communities (the "Secretary of State"), for confirmation includes the land and rights described in the First Schedule.

2. This land and the land over which new rights are to be acquired forms part of an open space.

3. Notice is hereby given that the Secretary of State in exercise of his powers under section 19 of, and paragraph 6 of Schedule 3 to, the Acquisition of Land Act 1981, hereby certifies that he is satisfied:

(a) that there has been or will be given in exchange for the land described in the Table 1 of the First Schedule hereto, being open space within the meaning of the said Act, the land described in the Second and Third Schedules hereto, which is not less in area and is equally advantageous to the persons, if any, entitled to rights of common or other rights, and to the public, and that the land given in exchange has been or will be vested in the persons in whom the said open spaces were vested, and subject to the like rights, trusts and incidents as attach to the said open spaces;

(b) that the land described in the Table 3 of the First Schedule hereto, being open space within the meaning of the said Act, when burdened with the rights described in that Schedule, will be no less advantageous to those persons in whom it is vested and other persons, if any, entitled to rights of common or other rights, and to the public, than it was before; and

(c) that he is satisfied that the land described in Table 2 of the First Schedule hereto, being an open space within the meaning of the said Act, is purchased in order to improve its management.

4. A map showing the land to which the certificate relates and the land proposed to be given in exchange (the "Map") may be inspected at Twickenham Library, Garfield Road, Twickenham, TW1 3JT between 9.30am - 7:00pm on Mondays, 9.30am - 6:00pm on Tuesdays, 10:00am - 7:00pm on Wednesdays, 9:30am - 6:00pm on Thursdays, 9:30am -6:00pm on Fridays and between 9.30am and 4pm on Saturdays. Please note that the library will be closed on 25 December 2023. 26 December 2023 and 1 January 2024. They are also available for inspection on the Council's website on https://richmond.gov.uk/compulsory_purchase_order.

5. The certificate becomes operative on the date on which this notice is first published. A person aggrieved by the certificate may, by application to the High Court within 6 weeks from that date, challenge its validity on the ground that there has been a failure to comply with any relevant statutory requirement relating to the certificate.
