Notice Of A Proposed Application To Make A Material Change To: The Hinkley Point C (Nuclear Generating Station) Order 2013 (S.I. No.

2013/648) (As Amended)

Notice is hereby given that NNB Generation Company (HPC) Limited of 90 Whitfield Street, London, England W1T 4EZ (“Applicant”) (part of EDF Energy) intends to make an application ("proposed Application") to the Secretary of State for Energy Security and Net Zero under Section 153 of the Planning Act 2008 (“Act”) for a material change to the Hinkley Point C (Nu clear Generating Station) Order 2013 (S.I. No. 2013/648) (as amended), which is a Devel opment Consent Order made under the Act authorising the construction and operation of a new nuclear power station and associated development known as Hinkley Point C (“HPC”) lo- cated in Somerset ("DCO").

The proposed Application will seek a material change to the DCO to authorise the following: (a) The removal of the requirement to install an Acoustic Fish Deterrent (“AFD”) system (using sound to deter certain types of fish from the cooling water system intake heads).

Amendment to the Interim Spent Fuel Store (“ISFS”) from 'wet' to 'dry' storage of spent fuel, and a change in the building's dimensions.

Replacement of the Access Control Building associated with the ISFS with a larger Equipment Storage Building. (d) The relocation and redesign of the meteorological mast, resulting in the meteorological station building no longer being required. (e) The retention of the existing temporary substation as a permanent feature in order to supply electricity to neighbouring Hinkley Point A and Hinkley Point B power stations. (f) The addition of four new structures to house sluice gates and lifting beams to be used during outages (i.e. maintenance periods) only.

To offset any potential environmental impacts from the removal of the requirement to install the AFD system, NNB is proposing a package of compensatory measures comprising:

Works to three weirs to improve successful migration, or easement of passage, for migratory fish. The Applicant is exploring options on the Rivers Severn, Usk, Lugg and Towy.

Improvements to, or creation of, habitats to support marine fish species populations, including creation of:

c. 340 ha of new saltmarsh;

5 ha of seagrass bed;

15 ha of kelp forest; and

1-2 ha of oyster beds.

The on-site elements of the proposed Application and the compensatory measures to be located in England will be included within the Order Limits of the DCO, as amended by the proposed Application. Compensatory measures to be located in Wales cannot be 'associated development' under the Act and therefore will be subject to applications made under the Town and Country Planning Act to the relevant planning authorities.

The proposed Application involves Environmental Impact Assessment (EIA) devel opment and an updated Environmental Statement will be submitted in support of the proposed Application.

Documents, plans and maps showing the nature and location of the land subject to the proposed Application (“Consultation Documents”) are available for inspection free of charge from 14 November 2023 until 16 January 2024 at www.edfenergy.com/hpccommunity being a website maintained by or on behalf of t the Applicant. Copies of the Consultation Documents will also be available for inspection free of charge from 14 November 2023 until 16 January 2024 at Hinkley Point Visitor Centre (EDF), Cannington Court, Church Street, Cannington, Bridgwater, Somerset, TA5 2HA (Monday to Thursday 09:00 – 17:00 and 09:00 – 16:00 on Friday).

A copy of the Consultation Documents can be provided free of charge on a USB stick upon request. Alternatively, paper copies can be obtained upon request for a charge of £50 per set.
