Blackburn with Darwen Borough Council has received planning applications for the following developments:

MAJOR DEVELOPMENT

10/23/0732: Land off Goose House Lane, Darwen. Full Planning application for Construction of a new Manufacturing Research Centre (Sui Generis) along with 10 No. smaller Industrial Units (B8) with car parking and landscaping. Applicant: Barnfield Blackburn Ltd.

10/23/0787: Plot 1, Vacant Land to the Corner of Challenge Way and Blakewater Road, Blackburn. Full Planning application for Proposed employment development to include erection of 6 no. new industrial units (Class B2 & B8) on vacant land with associated access, parking and servicing. Applicant: Umbrella Westbridge Ltd.

10/23/0777 & 10/23/0778: St Johns Centre, Victoria Street, Blackburn. Full Planning application (Regulation 3) & Listed Building application (Regulation 3) for Conversion and extension of existing Grade II Listed Church to provide office accommodation. Applicant: Blackburn with Darwen Borough Council.

10/23/0806: Former St Stephens Conservative Club, Robinson Street, Blackburn. Variation of Condition No 10 "Scheme relating to the restoration the listed building, St. Stephen's Conservative Club formerly Little Harwood Hall" pursuant to planning application 10/19/0275 "Conversion of Grade II Listed Conservative Club to form 3No. Dwelling houses and the Construction of 11 No. New Houses including associated parking and garden areas" - reverse the programme of works to allow the new houses to be built first then carry out the restoration works to the listed building. Applicant: 5b Properties Ltd.

10/23/0760: Land at Pole Lane, Darwen. Variation of Condition Nos 2 "layout", 4 "boundary treatment", 5 "landscaping", and 6 "approved plans"pursuant to Application 10/16/0789 for erection of 126 dwellings - changes to layout on plots 77-81. Applicant: Tilia Homes.

DEVELOPMENT AFFECTING A CONSERVATION AREA

10/23/0817: Telephone Exchange, Jubilee Street, Blackburn. Full Planning application for Installation of 3 no. replacement antenna, ancillary radio equipment and 1 no. GPS Module onto new and existing steelwork, 1 new equipment cabinet, and ancillary development thereto. Applicant: Cellnex UK

DEVELOPMENT AFFECTING THE SETTING OF A CONSERVATION

AREA & THE SETTING OF A LISTED BUILDING

10/23/0861: Darwen Youth Centre, Knott Street, Darwen. Full Planning application (Regulation 3) for Erection of 2 no. side extensions to provide stair towers up to a new floor level above the existing ground floor, and 1 no. front extension to provide a main entrance, alongside internal reconfigurations, as well as the relocation of the existing MUGA, vehicular parking alterations and landscaping works. Applicant: Blackburn with Darwen Borough Council.

DEVELOPMENT AFFECTING A LISTED BUILDING

Variation of Condition No.8 "Windows" and 9 "Scheme relating to the restoration the listed building, St. Stephen's Conservative Club formerly Little Harwood Hall"pursuant to application 10/19/0921 "Conversion of Grade II Listed Conservative Club to form 3 No. Dwellings"- to amend window details and reverse the programme of works to allow the new houses to be built first then carry out the restoration works to the listed building. Applicant: Mr A Panchal.
