Notification of Statement of Community Consultation
for the Helios Renewable Energy Project
Notice is hereby given that Enso Green Holdings D Limited, (the “Applicant”) of Ropemaker Place,
28 Ropemaker Street, London, EC2Y 9HD, intends to apply to the Secretary of State under section
37 of the Planning Act 2008 for a Development Consent Order (“DCO”) to authorise the construction,
operation, maintenance and decommissioning of a renewable energy generating project known as
the Helios Renewable Energy Project (the “Proposed Development”). Enso Green Holdings D Limited
is a joint venture between Enso Energy and Cero Energy.
The Proposed Development includes the installation of ground mounted solar arrays, battery energy
storage system and associated development comprising grid connection infrastructure and other
infrastructure integral to the construction, operation, maintenance and decommissioning of the
development for the delivery of over 50 megawatts (MW) of electricity. The Proposed Development
will occupy land located to the west of the village of Camblesforth and to the north of the village of
Hirst Courtney in North Yorkshire, within the administrative area of North Yorkshire Council.
The Proposed Development is an Environmental Impact Assessment (EIA) development for the
purposes of the Infrastructure Planning (Environmental Impact Assessment) Regulations 2017. This
means that the proposed works constitute development for which an EIA is required and the
application for a DCO will therefore be accompanied by an Environmental Statement (ES).
Before submitting the application, in accordance with Section 47 of the Planning Act 2008 we must
publish a document called a Statement of Community Consultation (“SoCC”) setting out how we will
consult with people living in the vicinity of the Proposed Development. We must also make the SoCC
available for inspection by the public and publish this notice stating where and when the SoCC can
be inspected.
We have produced a SoCC in respect of the Proposed Development, which can be viewed, free of
charge, at the following locations from 9am on the 12 October 2023. The SoCC can also be viewed,
free of charge, at www.helios-renewable-energy- project.co.uk/consultation or in hard copy by request.

Public consultation events
We are interested in hearing your views on the Project and will be undertaking statutory consultation
between 26 October and 7 December 2023. We will be holding public consultation events during the
consultation period where members of the project team will be available to discuss the proposals and
answer any questions you may have.
Materials including maps, visual aids and explanatory information will be available for review and
comment during the consultation dates set out above. Consultation events will take place at the
following dates and locations:

The Consultation
The Applicant has a duty to consult with local communities before the DCO application is submitted
to the Secretary of State. The Applicant is also required to produce a Consultation Report detailing
how the views of those who have responded to the consultation have been taken into consideration,
and how the consultation requirements of the Planning Act 2008 have been complied with. The SoCC
will remain on the website for the duration of the consultation period.
Following publication of the SoCC, the Applicant will undertake a statutory period of
consultation and invite comments on the Project between the 26 October 2023 and
11.59pm on the 7 December 2023.
