AND COUNTRY PLANNING (ENVIRONMENTAL IMPACT ASSESSMENT) REGULATIONS 2017

Applicant for planning permission: Langtree PP and Panattoni Relevant planning authority: Warrington Council. Development proposed in application: Environmental Assessment Application, Outline application (all matters reserved except for access) comprising the construction of up to 287,909m2 (gross internal) of employment floorspace (Use Class B8 and ancillary B1(a) offices), demolition of existing agricultural outbuildings and associated servicing and infrastructure including car parking and vehicle and pedestrian circulation, alteration of existing access road into site including works to the M6 J20 dumbbell roundabouts and realignment of the existing A50 junction, noise mitigation, earthworks to create development platforms and bunds, landscaping including buffers, creation of drainage features, electrical substation, pumping station, and ecological works. Address or location of proposed development: Land to the west of Junction 20 of the M6 Motorway, and Junction 9 of the M56 Motorway and to the south of, Grappenhall Lane/Cliff Lane (known as Six:56 Warrington) Grappenhall, Warrington.

Date of planning application: 15th May 2019.

Application Reference Number: 2019/34799 Warrington Borough Council Development Management Committee resolved to grant outline planning permission in March 2022 and the application was subsequently referred and called in by the Secretary of State for his own determination. Following the SoS decision to call-in this planning application and hold an inquiry (Reference: APP/M0655/V/22/3311877 ) which commenced on the 9th May 2023, the SoS subsequently adjourned the Inquiry requesting that a Shadow Habitats Regulations Assessment (HRA) was undertaken to assess whether the planning application will have any adverse effect on the Manchester Mosses Special Area of Conservation (SAC) with particular regard to Holcroft Moss. The Applicant is now required to submit this as part of further environmental information in accordance with Regulation 25 of the EIA Regulations. Spawforths has been instructed by Langtree PP ("the Applicant") to prepare and submit a Further Information Statement relating to the Environmental Statement (For the purposes of Regulation 25(2) of the EIA Regulations 2017. The Statement comprises "any other information" pursuant to planning application 2019/34799. The Further Information Statement is available for inspection on the internet at https://online.warrington.gov.uk/planning quoting the planning application reference number or by prior arrangement at Council Offices, Warrington Borough Council, 1 Time Square, Warrington, WA1 2NT. Copies of the Addendum may be obtained by members of the public from Spawforths, Junction 41 Business Court, East Ardsley, Leeds, West Yorkshire, WF3 2AB. The Further Information Statement will be available at a charge of £100. Electronic copies are also available from Spawforths on a CD at a cost of £20.
