Notice is hereby given that the Planning Inspectorate (on behalf of the Secretary of State for Business, Energy and Industrial Strategy (“the Secretary of State”) has accepted an application by National Grid Electricity Transmission plc (company number 02366977) of 1-3 Strand, London, WC2N 5EH (“the Applicant”) for a Development Consent Order under the Planning Act 2008 (“the Application”). The Application (Reference No. EN020024) was submitted by the Applicant to the Secretary of State c/o the Planning Inspectorate on 15 November 2022 and accepted for Examination on 8 December 2022.
Summary of the Application
The National Grid Yorkshire Green Energy Enablement Project (“the Project”), is a Nationally Significant Infrastructure Project (“NSIP”).
The Applicant is proposing to upgrade and reinforce the electricity transmission system in Yorkshire. This reinforcement is needed to improve the transfer of clean energy across the country. It will support the Government’s commitment to quadruple the UK’s offshore wind capacity by 2030. It will also support growth in this source of green energy in Scotland and the north-east of England by providing the capability to efficiently manage substantially increased power flows in Great Britain and increased energy demand, which the Climate Change Committee predicts will double by 2050.
The Project will comprise of a new substation at Overton (“Overton Substation”), cable sealing end compounds (“CSECs”) and new overhead lines connecting into Overton substation (including a 2.8km 400kV overhead line and two 275kV overhead lines 1.5 - 2.1km in length). Also included in the Project is removal of existing 275kV overhead line, realignment and refurbishments of existing overhead line within the areas of North West of York, Poppleton, Tadcaster and Monk Fryston. Two new CSECs are proposed at Tadcaster, along with a new substation at Monk Fryston, and realignment of 275kV and 400kV overhead lines in this location. The Proposed Development will also include other associated works at the existing Osbaldwick Substation.
The Project is sited within Yorkshire, routed from the most northerly components of the Project located approximately 1.5km north-east of the village of Shipton-by-Beningbrough and approximately 10km north-west of York city centre, to the most southerly components at Monk Fryston Substation, located to the east of the A1 and immediately south of the A63. The Project would also be routed via the Tadcaster area, located approximately 3km south-west of Tadcaster and to the north-east of the A64/A659 junction, where new components of infrastructure would also be proposed.

The Project would make provision for Associated Development for the construction and maintenance of the NSIP, including the diversion of utilities and public rights of way, provision for access, landscaping works and environmental mitigation.
Development consent is required to the extent that development is or forms part of a nationally significant infrastructure project pursuant to sections 14(1)(b) and 16 of the Planning Act 2008, as it forms the installation of an electric line above ground which will be wholly within England, of a nominal voltage greater than 132 kilovolts and longer than two kilometres. It is for this reason that the Project falls within the remit of the Secretary of State’s decision making powers.
The Development Consent Order would authorise the compulsory acquisition of land, interests in land and rights over land, and the powers to use land permanently and temporarily for the construction, operation and maintenance of the Project. The Development Consent Order would also authorise the construction of temporary and permanent accesses to the Project, the temporary stopping up or diversion of public rights of way, street works and highway works, and the application and disapplication of certain legislation.
Environmental Impact Assessment Development:
The Project is environmental impact assessment (“EIA”) development for the purposes of the Infrastructure Planning (Environmental Impact Assessment) Regulations 2017 and accordingly an Environmental Statement accompanies the Application.
