What is happening?
ENVIRONMENT AGENCY
ANNOUNCEMENT OF INTENTION NOT TO PREPARE
AN ENVIRONMENTAL STATEMENT Regulation 5 of the Environmental Impact Assessment Land Drainage Improvement Works (Amended) Regulations 1999 SI 1999/1783
Capital works on debris screen
The Environment Agency gives notice that it proposes to carry out improvement works to a flood defence asset at Rushey Platt Flood Storage Area, South Leaze, Wichelstore, Swindon, SN5 8BB (NGR SU1276283466). The works relate to the upstream culvert debris screen on the River Ray watercourse.
The proposed works to the existing upstream inlet culvert screen comprises of the replacement of the existing debris screen with a CIRIA compliant combined debris and security screen of the same size, stepped access into the channel to allow for safe inspection, operation and maintenance of the screen and installation of brushwood fascines to stabilise the bank. A temporary compound of around 50m2 will be set at The Orchards Wroughton Swindon SN1 7EG, which will be reinstated to the original condition upon completion of the works.
The Environment Agency considers that the improvement works are not likely to have significant effects on the environment and does not intend to prepare an environmental statement in respect of them. Outlined as selection criteria for improvement works having a significant effect on the environment in Schedule 2 of The Environmental Impact Assessment (Land Drainage Improvement Works) Regulations 1999 the characteristics, location and potential impact have been taken into account in this determination.
An Environmental Action Plan, informed by an Environmental Assessment Matrix, has been prepared to account for any risk of environmental harm or disturbance during the works. The plan addresses potential impacts on protected species, flood risk, water quality and residents, with measures implemented before, during and after construction, as appropriate. These measures include strict pollution prevention controls, biosecurity procedures to prevent the spread of invasive non-native species. With these measures in place, the proposed works are not expected to have a significant effect on the environment.
The relevant environmental documents, including the Environmental Action Plan or Environmental Assessment Matrix can be obtained from the project manager at the address below.
Any person wishing to make representations in relation to the likely environmental effects of the proposed improvement works should do so, in writing, to the address specified below, within 30 days of the date of publication of this notice.
