What is happening?
CHELMSFORD CITY COUNCIL
NOTICE OF THE MAKING OF AN IMMEDIATE DIRECTION UNDER ARTICLE 4(1)
LAND REAR OF HIGHFIELDS, WRITTLE ROAD, MARGARETTING, INGATESTONE (The Land)
CHELMSFORD CITY COUNCIL made an Immediate Direction on 30th April 2026.
The Immediate Direction removes permitted development rights for The Land for:
1. The erection, construction, maintenance, improvement or alteration of a gate, fence, wall or other means of enclosure.
2. The formation, laying out and construction of a means of access to a highway.
3. The provision of buildings, moveable structures, works, plant or machinery required temporarily in connection with & for the duration of operations being or to be carried out on, in, under or over the land or on adjoining land.
4. The use of any land for any purpose other than agriculture.
5. The use of land as a recreational campsite.
The Immediate Direction removed permitted development rights for this type of development from the date when the Direction came into force namely 30th April 2026.
The immediate direction has now been confirmed by the Council on the 17th September 2026 and consequently will not lapse.
Planning permission will therefore be required for the development set out above at Land Rear of Highfields, Writtle Road, Margaretting, Ingatestone as shown on the map attached to the Direction.
