HOUSING ACT 2004 - SECTION 60
REVOCATION OF DESIGNATION OF AN AREA
FOR ADDITIONAL LICENSING OF
HOUSES IN MULTIPLE OCCUPATION (HMOs)

This notice is published in accordance with section 60 of the Housing
Act 2004 and Regulation 10(3) of the Licensing and Management of Houses in
Multiple Occupation and Other Houses (Miscellaneous Provisions) (England)
Regulations 2006
THE BOROUGH OF TELFORD AND WREKIN (“the Council”), being the Local Housing Authority, in exercise of its powers under Section 60 of the Act (“The Act” shall mean the Housing Act 2004) HEREBY GIVES NOTICE that it has revoked a designation of an area for additional licensing of Houses in Multiple Occupation (HMOs).
1. The designation was made on 14 May 2026 (“the Designation”) under section 56 of the Housing Act 2004 for additional licensing of HMOs covering the entire area within the Borough of Telford and Wrekin with an effective date of 25 August 2026 and varied by addendum 28 August 2026. A copy of the Designation included a map of the designated area and descriptions of the properties to which it applied.
2. The Council has decided to revoke the Designation under section 60 of the Act due to the need to provide residents, landlords and other affected persons with clarity and certainty about the status, operative date and effect of the Designation, the likely timescales to implementation, to avoid the Council being exposed to unnecessary costs, to provide an opportunity to review the impact of other local and national measures relating to HMOs and as a result of the Council's intention to keep under review the measures needed to improve standards in the private rented sector. The revocation was made on 11 September 2026 and takes effect on 15 September 2026 (“the date of Revocation”). From the date of Revocation, the Designation shall cease to have effect.
3. A copy of this Notice of Revocation, the Revocation instrument, the Designation, including the map of the area affected may be inspected at Darby House Reception, Lawn Central, Telford, TF3 4JA.
4. This Notice is published in accordance with regulation 10(3) of the Licensing and Management of Houses in Multiple Occupation and Other Houses (Miscellaneous Provisions) (England) Regulations 2006 and is consistent with a revocation under section 60 of the Housing Act 2004.
5. Any person with an interest in property within the Borough of Telford and Wrekin who may be affected by this Revocation should contact the Council using the details above for advice. For the avoidance of doubt, this Revocation relates solely to the Designation identified in this Notice.
