Mae Cyngor Sir Caerfyrddin (“Y Cyngor”) yn RHOI RHYBUDD ei fod yn bwriadu gwneud gwaith draenio dŵr wyneb am oddeutu 183 metr ger Llwybr Beicio Dyffryn y Swistir Rhif 47 a Hawl Tramwy Cyhoeddus 36/144/1.

• Bydd y gwaith arfaethedig yn cynnwys y canlynol:

• Cloddio’r bibell bresennol a gosod Findrain yn ei lle

• Gwaith ailbroffilio i greu bwnd bach

• Gosod cefnfur i gludo dŵr wyneb i’r rhwydwaith

• Disodli cefnfur yr ollyngfa

Mae’r gwaith gwella yn rhan o Raglen Rheoli Perygl Llifogydd ac Erydu Arfordirol y Cyngor. Mae’r cynllun yn cael ei ariannu gan Lywodraeth Cymru a Chyngor Sir Caerfyrddin, ac yn cael ei reoli gan Dîm Amddiffyn rhag Llifogydd a Diogelu’r Arfordir y Cyngor. Nod y gwaith yw rhyng-gipio dŵr wyneb yn llifo cyn iddo gyrraedd y llwybr beicio a Heol Trubshaw a Heol Bwcle gan leihau’r perygl o lifogydd.

Gan gyfeirio at Atodlen 2 y rheoliadau, ar ôl ystyried lleoliad a nodweddion y cynllun, a’r math o effeithiau posibl a’u nodweddion, mae’r Cyngor o’r farn nad yw’r gwaith gwella draenio yn debygol o gael effeithiau sylweddol ar yr amgylchedd. Mae adroddiadau ac arolygon a baratowyd fel rhan o’r cynllun wedi pennu nad oes unrhyw effeithiau amgylcheddol sylweddol tebygol ar yr ardal gyfagos. Felly, nid yw’r Cyngor yn bwriadu paratoi Datganiad Amgylcheddol mewn perthynas â’r gwaith.

Adeiladu Twmpath Ffordd Newydd – Heol Copperworks, Llanelli

HYSBYSIR TRWY HYN fod Cyngor Sir Caerfyrddin (y cyfeirir ato o hyn ymlaen fel ‘y Cyngor’), drwy arfer y pwerau a roddir gan Adran 90A o Ddeddf Priffyrdd 1980 (y cyfeirir ati fel ‘y Ddeddf’ o hyn ymlaen), a’r holl bwerau galluogi eraill, ac ar ôl ymgynghori â Phrif Swyddog yr Heddlu a’r cyrff neu’r personau hynny a bennir gan Reoliadau Priffyrdd (Twmpathau Ffyrdd) 1999 (y cyfeirir atynt fel ‘y Rheoliadau’ o hyn ymlaen) yn unol ag Adran 90C(1) o’r Ddeddf, ac yn unol ag Adrannau 90C(2) a 90C(3) o’r Ddeddf, yn bwriadu adeiladu twmpath ffordd ar ffurf croesfan estynedig heb ei rheoli ger Rhif 7 Heol Copperworks yn Llanelli, Sir Gaerfyrddin.

Mae’r cynnig presennol yn disodli’r un oedd mewn Hysbysiad dyddiedig 3ydd Rhagfyr 2025, a oedd yn cyflwyno cynnig i adeiladu twmpath estynedig ger Rhif 5 Heol Copperworks (wedi’i amlinellu’n goch ar y cynllun sydd ynghlwm wrth yr Hysbysiad hwn). Mae’r groesfan yn cael ei hail-leoli yn dilyn adborth gan Banel Hygyrchedd Trafnidiaeth Cymru.

Mae lleoliad y twmpath ffordd estynedig newydd ger Rhif 7 Heol Copperworks wedi’i ddangos ar y cynllun sydd ynghlwm wrth yr Hysbysiad hwn, ac wedi’i amlinellu yn ddu a’i liwio’n llwyd.

Dimensiynau’r twmpath ffordd arfaethedig fydd:

• uchder o 75 milimetr (0.075 metr), yn unol â’r amrywiadau a ganiateir yn y Rheoliadau (lle na fydd twmpath yn fwy na 100 milimetr o uchder);

• brig gwastad sy’n mesur 3000 milimetr (3 metr) o hyd; a

• rampiau ar yr esgyniad i’r twmpath arafu estynedig a’r disgyniad ohono sy’n mesur 1125 milimetr (1.125 metr) o hyd.

INTENTION TO PROCEED WITH DRAINAGE WORKS WITHOUT PREPARATION OF AN ENVIRONMENTAL STATEMENT REGULATION 5 OF THE ENVIRONMENTAL IMPACT ASSESSMENT (LAND DRAINAGE IMPROVEMENT WORKS) REGULATIONS 1999 (as amended)

Pentrepoeth Flood Alleviation Scheme: Works to improve and repair/ replace the drainage System Carmarthenshire County Council (“The Council”) GIVES NOTICE that it proposes to carry out surface water drainage works for approximately 183 metres adjacent to the Swiss Valley Cycle Route Path Number 47 and the 36/144/1 Public Right of Way.

The proposed works will involve the following:
• Excavation of existing pipe and replacing with a Findrain
• Reprofiling works to create a small bund
• Installation of headwall to convey surface water into the network
• Replace outfall headwall

The improvement works form part of the Council’s Flood and Coastal Erosion Risk Management programme. The scheme is funded by the Welsh Government and Carmarthenshire County Council, and managed by Council’s Flood Defence and Coastal rotection Team. The work aims to intercept surface water run off before it gets to the cycle path and Heol Trubshaw & Heol Buckley reducing flood risk.

With reference to Schedule 2 of the regulations, having considered the location and characteristics of the scheme, and the type and characteristics of the potential impacts, the Council believes that the drainage improvement works are not likely to have significant effects on the environment. Reports and surveys prepared as part of the scheme have determined that there are no likely significant environmental effects on the surrounding area. Therefore the Council does not intend to prepare an Environmental Statement in respect of the works.

The scheme has undertaken a PEA (Preliminary Ecological Appraisal) and an Ecological constraints walkover. Any person wishing to make representations to the Council in relation to the likely environmental effects of the proposed improvement works should do so, in writing, to the address specified below, within 30 days of the date of publication of this notice. The works are scheduled to be undertaken between October - December 2026.

Construction of a New Road Hump – Copperworks Road, Llanelli

NOTICE IS HEREBY GIVEN that Carmarthenshire County Council (hereinafter referred to as ‘the Council’), in exercise of the powers conferred by Section 90A of the Highways Act 1980 (hereinafter referred to as ‘the Act’) and of all other enabling powers, and after consultation with the Chief Officer of Police and those bodies or persons prescribed by the Highways (Road Humps) Regulations 1999 (hereinafter referred to as ‘the Regulations’) in accordance with Section 90C(1) of the Act, and in accordance with Sections 90C(2) and 90C(3) of the Act, intends to construct a road hump in the form of a raised uncontrolled crossing adjacent to Number 7 Copperworks Road in Llanelli, Carmarthenshire.

The current proposal supersedes that advertised in a Notice dated 3rd December 2025, which put forward a proposal to construct a raised plateau adjacent to Number 5 Copperworks Road (outlined in red on the plan annexed to this Notice). The crossing is being repositioned following feedback from the Transport for Wales Accessibility Panel.

The location of the proposed new raised plateau road hump adjacent to Number 7 Copperworks Road is shown on the plan annexed to this Notice outlined in black and shaded grey.

The dimensions of the proposed road hump will be:

• a height of 75 millimetres (0.075 metres), in line with the tolerances permitted in the Regulations (where a hump should not exceed 100 millimetres in height);

• a flat top measuring 3000 millimetres (3 metres) in length; and

• ramps on the approach to and descent from the raised plateau measuring 1125 millimetres (1.125 metres) in length.

Full details of the proposal, together with a plan and a statement of the Council’s reasons for seeking to implement this vertical measure, may be examined at the office of the Council’s Customer Service HWB at No.36 Stepney Street, Llanelli SA15 3TR during usual office hours.
