MEMORIAL SAFETY INSPECTION PROGRAMME

Notice is hereby given that Dinas Powys Community Council will begin an ongoing safety and stability inspection of memorials in St Andrews Cemetery.

In accordance with health and safety legislation and guidance from the Institute of Cemetery and Crematorium Management (ICCM), all headstones and memorials are tested periodically to ensure they provide a safe environment for visitors and staff.

What the inspection involves:

  • Visual checks and a manual stability test (gently pushing the memorial to check movement).
  • Memorials found to pose an immediate safety risk may be temporarily cordoned off, staked, or laid flat.
  • Notice tags will be left on any memorial requiring attention or structural repair.

While the council maintains the cemetery grounds, the legal responsibility for the upkeep and repair of a memorial remains with the grave owner or their family. Owners of unstable memorials will be contacted directly where current address records are available.
