What is happening?

PUBLIC NOTICE
TOWN AND COUNTRY PLANNING (SCOTLAND) ACT 1997
(AS AMENDED) PREAPPLICATION PUBLIC CONSULTATION

Notice is hereby given that public consultation is being undertaken by Cerulean Winds Aspen Project Limited Ltd in advance of an application for Planning Permission in Principle (PPiP) for onshore transmission infrastructure landward of Mean Low Water Springs (MLWS) between Craig Stirling, Newtonhill and Fetteresso Forest, Aberdeenshire, as part of Cerulean Winds’ proposed Aspen Floating Offshore Wind Farm.
The proposed onshore transmission infrastructure landward of MLWS comprises:
Export cables from the offshore wind farm to transition joint bays (TJ) at the potential landfall location between Newtonhill and Fetteresso, Aberdeenshire;
Construction of an onshore substation located between the A90 and the A92;
Onshore underground cable routes, and;
Associated infrastructure, including temporary construction compounds, landscaping, drainage, access tracks, parking, servicing areas and road alterations.
The second phase of public consultation reflects feedback received from the consultation events held in May 2026 and presents updated proposals for the development. The second round of consultation events will provide an opportunity for members of the public to review the refined proposals and submit comments to the prospective applicant prior to the submission of any planning application.
