THE TOWN AND COUNTRY PLANNING

(ENVIRONMENTAL IMPACT ASSESSMENT) (ENGLAND AND WALES) REGULATIONS 2017 (AS AMENDED)

Medway Council as Local Planning Authority has received the following applications which are being advertised to ascertain the views of persons living near the sites and other interested parties. The proposed developments relate to one or more of the following:

1. The site of the application is within/affecting the setting of a designated Conservation Area (Section 73) of the Planning (Listed Buildings and Conservation Areas) Act 1990;

2. The application relates to, or affects the setting of a Listed Building (Section 67) of the Planning (Listed Buildings and Conservation Areas) Act 1990;

3. The application is for a Major Development;

MC/26/1354 Star House, 8 Star Hill, Rochester, Medway

Reason 1

Removal and relocation of three existing antennas and installation of three new antennas, removal of two existing cabinets and installation of one new cabinet and PSU and installation of remote radio units (RRUs), break out boxes (BOBs) and a GPS node with associated apparatus and ancillary works.

Reason 1

Replacement of existing shop front.

LOWER RAINHAM ROAD AREA, GILLINGHAM

(40 MPH SPEED LIMIT) ORDER 2026

NOTICE OF MAKING

NOTICE IS HEREBY GIVEN that Medway Council on 21 July 2026 made the above-mentioned orders under section 84 of, and Part III of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended. The general effect of the orders will be to:

1. Introduce a speed limit of 30 miles per hour in:

(a) Eastcourt Lane:

(i) From Lower Rainham Road (B2004) to Grange Road, and

(ii) From Grange Road to Beechings Way;

(b) Grange Road, from Lower Twydall Lane to its dead-end west of Lower Featherby Road;

(c) Lower Featherby Road, from Lower Rainham Road (B2004) to a point 25.3 metres southwest of the south-western kerb-line of Grange Road;

(d) Lower Rainham Road (B2004), from a point 51 metres east of Grange Roundabout to a point 209 metres east of the south-eastern kerb-line of Lower Featherby Road;

(e) Lower Twydall Lane, from Lower Rainham Road (B2004) to its dead-end south-west of Little York Meadows, and;

(f) Sharps Green, from Lower Rainham Road (B2004) northwards for 190 metres.

2. Introduce a speed limit of 40 miles per hour in Lower Rainham Road (B2004):

(a) From Grange Roundabout eastwards for 51 metres,

(b) From 209 metres east of the south-eastern kerb-line of Lower Featherby Road to a point 104 metres west of the western kerb-line of Sharps Green, and

(c) From a point 195 metres east of the entrance to Riverside Country Park to a point 70 metres west of Pump Lane.

3. Revoke The Borough of Gillingham (B2004 (Lower Rainham Road) (Part) (40 MPH Speed Limit) order, 1993.

The orders will come into force on 1 October 2026. Copies of the orders and of other documents giving more detailed particulars of the orders can be requested by sending an email to traffic.management@medway.gov.uk or by writing to Traffic Management Team, Medway Council, Gun Wharf, Dock Road, Chatham, ME4 4TR before the end of a period of six weeks from the date on which the orders were made.

Persons wishing to question the validity of the orders or any of their provisions on the grounds that it or they are not within the powers conferred by the 1984 Act, or that any requirement of the 1984 Act or any instrument made under that Act has not been complied with, that person may, within six weeks from the date on which the orders were made, apply for the purpose to the High Court.

LUTON ROAD, CHATHAM – LOADING BAY AND WAITING RESTRICTION CHANGES

NOTICE OF MAKING

Chatham (Parking Places and Waiting, Loading and Stopping Restrictions)

(Amendment No. 39) order 2026

1. NOTICE IS HEREBY GIVEN that Medway Council on 23 July 2026 made the abovementioned order under sections 1, 2 and 4 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the order will be:

(a) on the south-west side of Luton Road, Chatham:

(i) to replace ‘at any time’ waiting restrictions with a 13-metre loading bay operating between 8am and 6.30pm on Mondays to Sundays inclusive, outside Nos. 34 to 38 Luton Road;

(ii) to replace a free advisory parking place with a 14-metre loading bay operating between 8am and 6.30pm on Mondays to Sundays inclusive, outside Nos. 60 to 66 Luton Road;

(iii) to replace ‘at any time’ waiting restrictions with free advisory parking, outside Nos. 96 to 104 Luton Road; and

(iv) extend ‘at any time’ waiting restriction at its junction with Bank Street so that they extend 5.5 metres south-east of Bank Street;

(v) extend ‘at any time’ waiting restriction at its junction with Short Street so that they extend 6.8 metres south-east of Short Street;

(b) on the south-east side of Bank Street, extend ‘at any time’ waiting restriction at its junction with Luton Road so they extend 7.6 metres south-west of Luton Road; and

(c) on both sides of Short Street, extend ‘at any time’ waiting restriction at its junction with Luton Road so they extend 7.5 metres south-west of Luton Road.

3. The order will come into force on 3 August 2026. A copy of the order and of other documents giving more detailed particulars of the order can be requested by sending an email to traffic.management@medway.gov.uk or by writing to Traffic Management Team, Medway Council, Gun Wharf, Dock Road, Chatham, ME4 4TR before the end of a period of six weeks from the date on which the order was made.

4. Any person desiring to question the validity of the order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the order may, within six weeks of the date on which the order was made, make application for the purpose to the High Court.

ROCHESTER HIGH STREET AREA

(TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2026

Notice is hereby given that Medway Council intend to make an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to amend the existing no vehicles restriction, operating Saturdays from 10am-4pm, to also cover Sundays and Bank Holidays from 10am-4pm -

The following roads to be closed to all vehicular traffic:

(a) Boley Hill between Epaul Lane and High Street;

(b) Northgate between Cathedral Garage Car Park and High Street;

(c) Blue Boar Lane between Blue Boar Lane Car Park exit and High Street; and

(d) Crow Lane between Vines Lane and The Moat House Hall .

Pedestrian traffic will not be affected. Alternative routes will be available and signed as the works progress. One way restrictions will be suspended as necessary to facilitate access. This order will come into force on Thursday, 6 August 2026 and may remain in force for a maximum period of 18 months or until the works have been completed, whichever is the sooner. The works are expected to commence under a Notice on or after Monday, 3 August and are programmed for completion within 12 days. The restrictions will apply only while the appropriate traffic signs are displayed.

RICHMOND ROAD, GILLINGHAM

(TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2026

Notice is hereby given that Medway Council have made an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable carriageway resurfacing and associated works to be carried out -

Richmond Road, Gillingham - to be closed to all vehicular traffic for the entire length, and in the following roads for 50 metres from their junctions with Richmond Road - Milburn Rd; Clifton Rd; Chatsworth Rd; Cornwall Rd and Devonshire Rd. Pedestrian traffic will not be affected. An alternative route will be available via Medway Road, Prince Arthur Road, Brompton Road, High Street, Jeffery Street and James Street in both directions.

This order will come into force on Monday, 10 August 2026 and will be valid for a maximum period of 18 months or until the works have been completed, whichever is the sooner. The works are due to commence on or after Monday, 10 August 2026 and are programmed for completion within five days. The order will be effective only when the appropriate signs are being displayed.

CROWN STREET, GILLINGHAM

(TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2026

Notice is hereby given that Medway Council intend to make an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable storage and parking for works being carried out in a private area -

Crown Street, Gillingham - to be closed to all vehicular traffic from the junction with East Street to the junction with Kingswood Road. Pedestrian traffic will not be affected. An alternative route will be available via East Street and Kingswood Road in both directions.

This order will come into force on Monday, 10 August 2026 and may remain in force for a maximum period of 18 months or until the works have been completed, whichever is the sooner. The works are expected to commence on or after that date and are programmed for completion within 19 days. The restrictions will apply only while the appropriate traffic signs are displayed.

GORDON ROAD, GILLINGHAM

(TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2026

Notice is hereby given that Medway Council have made an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable water supply repairs to be carried out -

Gordon Road, Gillingham - to be closed to all vehicular traffic from the junction with Gillingham Road for a distance of 100 metres. Pedestrian traffic will not be affected. An alternative route will be available via Toronto Road, Livingstone Road, Barnsole Road and Gillingham Road in both directions. To facilitate access/egress by residents the One-Way restrictions in Gordon Road will be suspended.

This order will come into force on Monday, 10 August 2026 and may remain in force for a maximum period of 18 months or until the works have been completed, whichever is the sooner. The works are expected to commence on or after that date and are programmed for completion within five days. The restrictions will apply only while the appropriate traffic signs are displayed.

THE STREET, STOKE

(TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2026

Notice is hereby given that Medway Council have made an order the effect of which will be to impose the following temporary prohibitions on traffic to enable a new water connection to be carried out -

The Street, Stoke - to be closed to all vehicular traffic across the frontage of Court Lodge Barn. Pedestrian traffic will not be affected. An alternative route will be available via Malmaynes Hall Road, Fenn Street, Sharnal Street Bypass, Ropers Lane and Stoke Road in both directions.

This order will come into force on Monday, 10 August 2026 and may remain in force for a maximum period of 18 months or until the works have been completed, whichever is the sooner. The works are expected to commence on or after that date and are programmed for completion within three days. The restrictions will apply only while the appropriate traffic signs are displayed.

KING STREET, CHATHAM

(TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2026

Notice is hereby given that Medway Council intend to make an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable resurfacing works on The Brook to be carried out -

King Street, Chatham - to be closed to all vehicular traffic at the junction of King Street with The Brook. Pedestrian traffic will not be affected. An alternative route will be available via Northbound: Whiffens Avenue, Rope Walk, King Street. Southbound: Slicketts High, Cross Street, King Street.

This order will come into force on Wednesday, 12 August 2026 and may remain in force for a maximum period of 18 months or until the works have been completed, whichever is the sooner. The works are expected to commence on or after that date and are programmed for completion within 50 days. The restrictions will apply only while the appropriate traffic signs are displayed.
