APPLICATION FOR [MLA/2026/00220 - Rewilding the Dogger Bank Programme]
Notice is hereby given that Mr Matthew Uttley, Blue Marine Foundation, Somerset House, Strand, London, WC2R 1LA has applied to the Marine Management Organisation (MMO) under the Marine and Coastal Access Act 2009, Part 4, for a marine licence to undertake the Rewilding the Dogger Bank Programme which involves the deployment of 225,000 horse mussels (Modiolus modiolus) and associated structures during the pilot, upscaled restoration and monitoring activities.
Copies of the application and associated information may be viewed online in the MMO Public Register at:

Representations in respect of the application should ordinarily be made by:

and accessing the Public Representation section of case reference MLA/2026/00220.
However, we will also accept representations via the following formats:

or alternatively

Skinnerburn Road, Newcastle Business Park, Newcastle upon Tyne, NE4 7AR
In all cases, correspondence must:
- Be received within 28 days of the date of the first notice (09/07/2026);
- Quote the case reference; and
- Include an address to which correspondence relating to the representation or objection may be sent.
The Marine Management Organisation will pass to the applicant a copy of any objection or representation we receive.
