Variation of Hackney Carriage and Private Hire Licensing Fees and Charges from 4th August 2026








NOTICE IS HEREBY GIVEN that Burnley Borough Council in accordance with Section 70(2) of the Local Government (Miscellaneous Provisions) Act 1976 intends to introduce the under-mentioned revised charges with effect from 4th August 2026 onwards.

Private Hire Operator (1 – 50 vehicles) 5 year licence £2,156

Private Hire Operator (>50 vehicles) 5 year licence £2,372
1 year licence (special circumstances) £525
Private Hire Operator
(Single vehicle at Private Address) 5 year licence £1250
1 year licence (special circumstances) £261
Private Hire Driver New/Renewal Application 3 year £237
1 year (special circumstances) £100
Private Hire Vehicle – less than 3 years old £100 (1 year licence)
Private Hire Vehicle – 3 to 8 years old £61 (6-month licence)
Private Hire Vehicle – over 8 years old £46 (4-month licence)
Hackney Carriage Driver 3 year £243
1 year (special circumstances) £102
Hackney Carriage Vehicle – less than 3 years old £62 (1 year licence)
Hackney Carriage Vehicle – 3 to 8 years old £62 (6-month licence)
Hackney Carriage Vehicle – over 8 years old £62 (4-month licence)
Dual Driver Licence Discount £45 (only applies when both driver applications are submitted at same time)
Objections to the proposed increase of Licence Fees must be sent in writing to the Licensing Department, Town Hall, Manchester Road, Burnley, BB11 9SA or by email to

licensing@burnley.gov.uk

by no later than 17th July 2026.
If no objections are received the proposed fees will come into force with effect from 4th August 2026. Where objections are received, they will be given due consideration and if the council decides to implement the proposed increases after consideration of any objections received, the proposed fees will come into force with or without modification no later than 4th August 2026.
