Stelling Minnis Windmill was listed as an Asset of Community Value under the provisions of the Localism Act 2011 on 10 March 2024.

On 15 May 2026 the district council received notification from the landowner that it wishes to sell the site.
This now triggers a six-week period during which certain types of community organisations set out in the legislation can express an interest in buying the site. This period will end on 26 June 2026.
If, within this six-week period, a qualifying organisation makes a written request to the district council that it wishes to buy the land, the district council will inform the landowner. A six-month moratorium period will then come into force restricting the sale of the land, other than to certain types of community organisations, to allow the interested organisation(s) time to raise funds for the purchase. The landowner is not obliged to sell the site to any bidder.
Suitable groups must notify Folkestone & Hythe District Council by 12.10 pm on
26 June 2026 using the contact details below if they wish to be treated as a bidder.
