PROVISION OF PEDESTRIAN AND CYCLE ZONES OUTSIDE SCHOOLS
NOTICE OF MAKING
The Medway Council (School Streets) (Pedestrian and Cycle Zones) (No.2) order 2025
1. NOTICE IS HEREBY GIVEN that Medway Council on 26 May 2026 made the above-mentioned order under sections 1, 2 and 4 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the order, which comes into operation on 1 June 2026 will be to introduce a new pedestrian and cycle zone in the vicinity of each of the schools listed in the schedule to this notice, operating at the times and comprising the streets or parts of streets listed in that Schedule.
3. All motor vehicles except permit holders would be prohibited from entering the pedestrian and cycle zones during their hours of operation. Virtual permits allowing vehicles to enter a pedestrian and cycle zone would be available to residents and those caring for residents, of premises located within or only accessible from the pedestrian and cycle zones, by application to the council. Local buses will be exempt from the restriction. Further exemptions would apply to vehicles of those dropping off or picking up students with special educational needs or who are disabled (the details of such vehicles being registered with the school) and to emergency service vehicles, school buses and certain other service vehicles and utility vehicles (in an emergency only) and also to school staff requiring access to parking facilities within school grounds. Any vehicle that is already within the pedestrian and cycle zone prior to its commencement of operation would be permitted to leave.
4. Persons wishing to question the validity of the order or any of its provisions on the grounds that it or they are not within the powers conferred by the 1984 Act, or that any requirement of the 1984 Act or any instrument made under that act has not been complied with, that person may, within six weeks from the date on which the order was made, apply for the purpose to the High Court.
5. Copies of the order and associated documents can be requested by sending an email to TROconsult@medway.gov.uk or by writing to Parking Design Team, Medway Council, Gun Wharf, Dock Road, Chatham, ME4 4TR before the end of a period of six weeks from the date on which the order was made.
6. All representations have been duly considered and included in a delegated report discussed by elected members. The scheme aims to fulfil its objectives of reducing traffic congestion and pollution at the school gates, improving road safety and making it safer for children to get to and from school actively. The scheme is required to promote active and sustainable transport by enabling a safer and calmer environment for the benefit of school visitors and residents.
7. The school street scheme originally included in this order for King’s School, Rochester, (St Margaret’s Street, Roebuck Road, King Edward Road, Lockington Grove), has been adjusted and promoted via a separate traffic regulation order.

(1) pedestrian and cycle zone operating between 8am and 8.45am, and 2.45pm and 3.30pm on Monday to Friday inclusive: in relation to Horsted Primary School, Chatham comprising of the following roads in Chatham: BARBERRY AVENUE, (between Watson Avenue and Crescent Way) and BINLAND GROVE.
(2) pedestrian and cycle zone operating between 8am and 9am, and 3pm and 3.45pm on Monday to Friday inclusive: in relation to Crest Infant School and Delce Academy, Rochester, comprising of the following roads in Rochester: THE TIDEWAY, (between Hawser Road and Barnaby Terrace); FLEET ROAD, (between Fairlead Road and Green Close); DORRIT WAY (between Barnaby Terrace and Green Close); CREST ROAD; GREEN CLOSE; HAVEN CLOSE; LEEWARD ROAD, and WINDWARD ROAD.
TUFTON ROAD, RAINHAM
(TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2026
Notice is hereby given that Medway Council have made an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable a communication pipe to be replaced -
Tufton Road, Rainham - to be closed to all vehicular traffic between its junction with Station Road and its junction with Webster Road. Pedestrian traffic will not be affected. An alternative route will be available via Berengrave Lane, Childscroft Road and Station Road in both directions.
This order will come into force on Tuesday, 2 June 2026 and will be valid for a maximum period of 18 months or until the works have been completed, whichever is the sooner. The works are due to commence on or after Tuesday, 2 June 2026 and are programmed for completion within three days. The order will be effective only when the appropriate signs are being displayed.

SIR THOMAS LONGLEY ROUNDABOUT, STROOD
(TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2026
Notice is hereby given that Medway Council have made an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable carriageway resurfacing and associated works to be carried out -
Sir Thomas Longley Roundabout, Strood – the whole roundabout to be closed to all vehicular traffic in stages as the works progress. Pedestrian traffic will not be affected. An alternative route will be available via Anthonys Way, Berwick Way, Frindsbury Hill, Banks Road, Commissioners Road, Whitewall Road in both directions.
This order will come into force on Thursday, 4 June 2026 and will be valid for a maximum period of 18 months or until the works have been completed, whichever is the sooner. The works are due to be carried out on Thursday, 4 June 2026 and are programmed for completion within one night (8pm – 6am). The order will be effective only when the appropriate signs are being displayed.

SALT LANE, CLIFFE
(TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2026
Notice is hereby given that Medway Council intend to make an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable two decayed telegraph poles to be removed and replaced -
Salt Lane, Cliffe - to be closed to all vehicular traffic between points 350 metres and 450 metres east of Day Aggregates. Pedestrian traffic will not be affected. This is a no through road - access to be maintained for emergency vehicled.

(TEMPORARY PROHIBITION OF TRAFFIC) (NO. 2) ORDER 2026
Notice is hereby given that Medway Council intend to make an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic To enable telecoms mast replacement works to be carried out -
Mierscourt Road, Gillingham - to be closed to all vehicular traffic between and including the frontage of 348 Mierscourt Road and the junction with Dolphin Drive. Pedestrian traffic will not be affected. An alternative route will be available via Lonsdale Drive, Deanwood Drive and Dolphin Drive in both directions.

(TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2026
Notice is hereby given that Medway Council have made an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable carriageway resurfacing and associated works to be carried out -
Hempstead Road, Chatham - to be closed overnight to all vehicular traffic between points opposite No. 5 and No. 48. Pedestrian traffic will not be affected. An alternative route will be available via Hoath Way, Sharsted Way, Hempstead Valley Drive in both directions.

(TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2026
Notice is hereby given that Medway Council have made an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable works to relay a leaking communication pipe -

(TEMPORARY PROHIBITION OF TRAFFIC) (NO.3) ORDER 2026
Notice is hereby given that Medway Council have made an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable installation and connection of a street lighting column -
