REVIEW OF MEMBERS’ ALLOWANCES FOR 2026/2027
Scheme of Members’ Allowances: The Local Government Act 2000 requires local authorities to set their
schemes of allowance on an annual basis after taking into account the
recommendations of an independent panel. The scheme must include a basic
allowance payable equally to all Councillors and may include provision for
Special Responsibility Allowances (SRAs) under the Local Authorities
(Members’Allowances) (England) Regulations 2003. Members are not obliged
to take the allowance.
Independent Remuneration Panel’s Review: Mid Sussex District Council has received a report from the Independent Remuneration Panel on the review of Members’ Allowances Scheme for 2026/27.
The recommendations contained in the report cover the level of Basic
Allowance, the level of Special Responsibility Allowance, rates for Travel and
Subsistence claims, and allowances relating to childcare and dependent care.
The Panel’s recommended allowance rates are as follows:

Travel and Subsistence Recommended Amount
Vehicles (including petrol, diesel, hybrid and 45p per mile for first

25p per mile for every
mile travelled in excess

Car Passenger Mileage Rate 3p per mile for 1
passenger. 5p per
mile for 2 or more
passengers.
Motorcycles 24p per mile for
10,000 miles and
each mile thereafter.
Cycling Allowance (including electrically
assisted pedal bikes but excluding motorcycles
or any other electric bike) 20p per mile.
Breakfast, Lunch, Tea, Evening Meal £7, £10, £4, £13
Overnight Out of Pocket expenses: per night/per week £6 / £24
Childcare Allowance £12.71 per hour for one
child and £25.42 per
hour for for two or
more children.
Dependent Carer Allowance £32.14 per hour.
