THE TOWN AND COUNTRY PLANNING
(ENVIRONMENTAL IMPACT ASSESSMENT) (ENGLAND AND WALES) REGULATIONS 2017 (AS AMENDED)
Medway Council as Local Planning Authority has received notification of an amendment to the description of development for a planning application which was supported by an environmental statement and is currently subject to a non-determination appeal. The change of description of development is advertised to ascertain the views of persons living near the sites and other interested parties on the amendment in the description from ““retirement living (use class C2)” to a “care home (use class C2)””. The proposed development
relates to:

Outline application with some matters reserved (appearance, landscaping, layout and scale) for demolition of existing buildings, the erection up to 800 dwellings (use class C3), primary school, mixed use local centre (use class E and F2), retirement living (use class C2), associated works and public open space. Approval is sought for the principal means of vehicular access from Lower Rochester Road and Higham Road.

THE MEDWAY COUNCIL (CHATHAM) (WAITING AND LOADING RESTRICTIONS) (AMENDMENT NO.38) ORDER 2026
Allen Cl, Campion Cl, Diana Rd, Ewart Rd, Fanconi Rd, Hopewell Dr, King George Rd, Mayweed Rd, Merton Cl, Rowan Lea, Sandpiper Rd, Savage Rd, Setford Rd, Silverweed Rd, Stanley Rd, The Shoreway, Turnstone Rd, Waterfront Way, Westview, Wyles Rd
NOTICE IS HEREBY GIVEN that Medway Council on 28 April 2026 made the above-mentioned order under sections 1, 2, 4. 32, 35 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. The general effect of the Amendment order, which comes into operation on 4 May 2026, will be to introduce lengths of ‘no waiting’ (double yellow lines) in the roads below within Chatham, except where otherwise stated:
1) Allen Close – (a) South-west side, 6.4m north-westwards from Stanley Rd, side of No.3, (b) North-east side, 3m north-westwards from Stanley Rd;
2) Campion Close – North-west side, a 3.3m extension south-westwards from King George Rd up to No.14’s dropped kerb (across the end of the pedestrian footpath between 12-14);
3) Diana Road – (a) North-west side, a 16.9m extension south-westwards from the bend, past Ruth Street dropped kerb access, (b) South-east side, a 21m extension southwestwards from the bend, past Ruth Street junction;
4) Ewart Road – both sides, 3m southwards from Wyles Road junction;
5) Fanconi Road – (a) North side, 3.4m westwards and 6.9m eastwards of the access road by No.15,
(b) North-west side, 7.5m south-westwards and 10.7m north-eastwards of Savage Road junction,
(c) South-east side, a total 50.3m from the side of No.8 north-eastwards adjacent to the green up to the side of No.32; (d) South-west and North-east sides, (i) 5.7m and 5m adjacent to No.8 and (ii) 4.2m and 4.7m up to No.32’s dropped kerb;
6) Hopewell Drive - (a) North-west side, a total 46.5m length, extending 10m either side of the access points to No.92-94 and No.96, (b) All sides at the south-western end, a total 46.1m length extending past the access points of Nos.96a and No.113;
7) King George Road – South-east side, 10m north-eastwards and 10m south-westwards from Mayweed Avenue junction;
8) Mayweed Avenue – (a) North-east side, 5m south-eastwards from King George Road junction,
(b) South-west side, 5m south-eastwards from King George Road junction;
9) Merton Close - South-east side including the turning head, a total 30.8m length outside Nos.20 (part) to 24 (part);
10) Rowan Lea – North-west side, a 33.1m extension south-westwards on the bend outside Nos.2-8 up to the dropped kerb for the parking area;
11) Sandpiper Road – (a) North side, 16.4m eastwards from Turnstone Road, (b) South side, 12.9m eastwards from Turnstone Road;
12) Savage Road – (a) North-east side, 8.5m north-westwards from Fanconi Road, (b) Southwest side, 6.6m north-westwards from Fanconi Road;
13) Setford Road – (a) West side, 6.6m northwards from Stanley Rd, (b) East side, 5.4m northwards from Stanley Rd;
14) The Shoreway - East side, 14.2m at the eastern end, continuing southwards past No.1 Westview;
15) Silverweed Road – South-west side, 8m loading bay operating 9.30am – 4.30pm, for access to The Net Community Hub;
16) Stanley Road – (a) North-west side, 6.2m south-westwards and 4.1m north-eastwards from Allen Close, (b) North side, 6m westwards and 5m eastwards from Setford Rd;
17) Turnstone Road – North-east side, 6.8m north-westwards and 19.2m southwards from Sandpiper Rd;
18) Waterfront Way – Both sides, extend the waiting restriction between Railway St and Medway St; no additional markings to install due to the ‘no stopping’ zig zags, bus stop markings etc. in place;
19) Westview – East side, 14.2m southwards from The Shoreway up to the drain cover outside No.3;
20) Wyles Road – South side, 5m westwards and 5m eastwards from Ewart Rd junction;
Persons wishing to question the validity of the order or any of its provisions on the grounds that it or they are not within the powers conferred by the 1984 Act, or that any requirement of the 1984 Act or any instrument made under that act has not been complied with, that person may, within six weeks from the date on which the order was made, apply for the purpose to the High Court.

VICTORIA STREET, GILLINGHAM
(TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2026
Notice is hereby given that Medway Council have made an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable a communication pipe to be replaced -
Victoria Street, Gillingham - to be closed to all vehicular traffic across the frontage of 37 Victoria Street. Pedestrian traffic will not be affected. An alternative route will be available via Saunders Street, James Street and Jeffery Street in both directions.
This order will come into force on Monday, 11 May 2026 and will be valid for a maximum period of 18 months or until the works have been completed, whichever is the sooner. The works are due to commence on or after Monday, 11 May 2026 and are programmed for completion within five days. The order will be effective only when the appropriate signs are being displayed.

(TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2026
Notice is hereby given that Medway Council intend to make an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable carriageway resurfacing and associated works to be carried out -
James Street, Gillingham - to be closed to all vehicular traffic between its junctions with Jeffery Street and Saunders Street. Pedestrian traffic will not be affected. An alternative route will be available via Saunders Street, Arden Street, Jeffery Street in both directions.
This order will come into force on Saturday, 30 May 2026 and will be valid for a maximum period of 18 months or until the works have been completed, whichever is the sooner.
The works are due to commence on or after Saturday, 30 May 2026 and are programmed for completion within one day (8am-6pm). The order will be effective only when the appropriate signs are being displayed.

(TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2026
Notice is hereby given that Medway Council have made an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable electricity supply works to be carried out -
Kings Avenue, Rochester - to be closed to all vehicular traffic across the frontage of 17 Kings Avenue. Pedestrian traffic will not be affected. An alternative route will be available via Maidstone Road, Grange Way and Kings Avenue in both directions.
This order will come into force on Monday, 11 May 2026 and will be valid for a maximum period of 18 months or until the works have been completed, whichever is the sooner. The works are due to commence on or after Monday, 11 May 2026 and are programmed for completion within three days. The order will be effective only when the appropriate signs are being displayed.

(TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2026
Notice is hereby given that Medway Council intend to make an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable carriageway resurfacing and associated works to be carried out -
Clarence Road, Chatham - to be closed to all vehicular traffic for the entire length. Pedestrian traffic will not be affected. An alternative route will be available via Albany Road, Victoria Road and Dagmar Road.
This order will come into force on Monday, 1 June 2026 and will be valid for a maximum period of 18 months or until the works have been completed, whichever is the sooner.
The works are due to be carried out between 8am and 6pm on Monday, 1 June 2026 and are programmed for completion within one day. The order will be effective only when the appropriate signs are being displayed.

Notice is hereby given that Medway Council have made an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable communication pipe relay works to be carried out -
Wellington Road, Gillingham - to be closed to all vehicular traffic across the frontage of 9 Wellington Road. Pedestrian traffic will not be affected. An alternative route will be available via Canterbury Street, Adelaide Road, Seaview Road and return in both directions.
