THE CITY COUNCIL OF LANCASTER (OFF STREET PARKING PLACES) (CONSOLIDATION) ORDER 2023
AMENDMENT NO. 4 ORDER 2026


Notice is hereby given that Lancaster City Council, with the consent of Lancashire County Council and having consulted the Chief Officer of Police, and in exercise of its powers under sections 32, 33, 34 35, 35 (c), 39, 124 and Schedule 9 of the Road Traffic Regulation Act 1984, has made the above-named Order.
The effect of the Amendment No. 4 Order of 2026 is to; (1) Amend Bulk St Car Park Lancaster (Plan 4) to designate all parking bays as Blue Badge bays only. (2) Amend Coastal Rd, Morecambe (Plan 8) to provide two marked campervan (as defined) bays permitting the sleeping within the vehicle but prohibiting camping or setting out, to introduce a 48-hour maximum stay (no return within 24 hours) restriction for campervans, consequential amendments to the order (3) to make various changes to the scale of charges and hours of day and evening charges as set out below (4) To amend the 24 hour Rover RingGo session permit to £14.50. (5) Remove Nelson St (Plan 7), Lancaster from the Order, (6) To remove permit parking authorization from the Auction Mart, Lancaster (Plan 5). (7) To amend the permit prices schedules, as below. (8) To amend the electric vehicle per KwH tariffs at Auction mart car park, Lancaster and to introduce an overstay tariff structure, as below (9) to introduce.
The proposal to introduce a maximum uncharged period of 7 hours for valid Blue Badge holders in all car parks and associated requirement to display the cardboard time clock are not being proceeded with.

If any person wishes to question the validity of the Order or any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the order is made, apply for the purpose to the High Court.
