(AMENDMENT NO.24) ORDER 2026

NOTICE OF PROPOSAL

Abbey Rd, Chapter Rd, Charles St, Clifton Cl, Cranmere Crt, Cuxton Rd (A228), Glanville Rd, Gorse Rd, Hever Croft, Northbank Cl, Orchard Ave, Quixote Cres, Stanhope Rd, Tamar Drive, Westergate Rd, Windmill St, Wykeham St

NOTICE IS HEREBY GIVEN that Medway Council proposes to make the above-mentioned order under sections 1, 2, 4, 32, 35, 37 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended. The general effect of the Amendment order will be to introduce lengths of No Waiting (double yellow lines unless otherwise stated) in roads within Strood as detailed below (m = metres):

1) Abbey Road – (a) North-east and south-east sides, 31.2m on the corner from the rear of No.72 extending to No.70’s dropped kerb, (b) North-west and south-west sides, 55.5m from opposite the side of No.72 to No.43’s dropped kerb, including the access to the school gates;

2) Chapter Road – West side, from the rear of No.70 (building) for 41.7m to a point 6m past the dropped kerb at that property boundary;

3) Charles Street – Loading only bay 8am – 6pm adjacent to 1 Smith Street site entrance (10.6m);

4) Clifton Close – East side, 20.6m northwards from Tamar Drive;

5) Cranmere Court – South-west side, from the dropped kerb by No.37 to the dropped kerb by No.42, a distance of 37.5m;

16) Windmill Street – (a) South-west side, 13.4m on the bend outside No.111 (opposite northern Quixote Cres junction), (b) North-east side, 4.8m north-westwards of Quixote Crescent and 7.5m south-westwards by No.2 (northern arm), (c) East side, 6.7m northwards and 10.7m southwards from Quixote Crescent (southern arm);

NOTICE IS HEREBY GIVEN that Medway Council on 20 January 2026 made the abovementioned order under sections 1, 2, 4 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended. The general effect of the Amendment order, which comes into effect on 26 January 2026 will be to introduce lengths of No Waiting (double yellow lines) in roads as below:

1) Bush Road, Cuxton – North side, 14.7m eastwards from Stanford Way junction;

2) Butler’s Park Way, Strood – (a) Both sides, 8.4m north-westwards from Sealand Drive,

5) Galleon Way, Lower Upnor – (a) South-east side, 30.5m on the bend by No.19, (b) Southwest side, 17.6m on the bend by No.7, (c) North, North-east and North-west sides, 91.9m north-westwards from No.20, on the bends;

6) May Street, Cuxton – (a) West side, 8.5m northwards from Woodhurst Cl junction, adjacent No.25, (b) East side, 15.4m northwards from Woodhurst Cl junction, from outside No.38;

7) Merryboys Rd / Cooling Common, Cliffe Woods – South side, extend the existing restriction east of Berry Wood Close eastwards for 54.4m (up to the west side of Merry Boys House);

8) Rochester Road, Cuxton – (a) North-west side, 97.2m north-eastwards from opposite No.27’s south-western property boundary, past the junction for the church and hall, to a point opposite No.15; (b) South-east side, 98.4m north-eastwards to a point just past No.15’s driveway;

9) Stanford Way, Cuxton – (a) North-east side, 13.1m north-westwards from Bush Rd junction, (b) North-west side, 15.6m on the bend by No.7;

10) Stonehorse Lane, Strood – (a) South-west side, 11m south-eastwards from Dillywood Lane junction, (b) East side, 8.5m southwards from Dillywood Lane junction;

In response to representations regarding Galleon Way and May Street, the proposed restrictions have been reduced in length. The proposed double yellow lines in front of Hollycroft and Nos.26-28 have been deleted; only the length on the inside bend opposite has been approved. The proposed extension of double yellow lines in Howlsmere Close has been deleted, in response to representations made and no support from local people.

Copies of the order and associated documents can be requested by sending an email to parkingdesign@medway.gov.uk or by writing to Parking Design team, Medway Council, Gun Wharf, Dock Road, Chatham, ME4 4TR before the end of a period of six weeks from the date on which the order was made.

Persons wishing to question the validity of the order or any of its provisions on the grounds that it or they are not within the powers conferred by the 1984 Act, or that any requirement of the 1984 Act or any instrument made under that act has not been complied with, that person may, within six weeks from the date on which the order was made, apply for the purpose to the High Court.

WOULDHAM ROAD, BORSTAL

(TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2026

Notice is hereby given that Medway Council intend to make an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable a decayed telephone pole to be removed and replaced -

Wouldham Road, Borstal - to be closed to all vehicular traffic from Brambletree Cottages for 100 metres westbound to Borstal Sports and Social Club. Pedestrian traffic will not be affected. An alternative route will be available via Wouldham Road, Pilgrims Way, School Lane, Rochester Road and return.

This order will come into force on Thursday, 19 February 2026 and will be valid for a maximum period of 18 months or until the works have been completed, whichever is the sooner. The works are due to commence on or after Thursday, 19 February 2026 and are programmed for completion within two days. The order will be effective only when the appropriate signs are being displayed.

PUMP LANE, RAINHAM

(TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2026

Notice is hereby given that Medway Council intend to make an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable water supply works to be carried out -

Pump Lane, Rainham - to be closed to all vehicular traffic at the junction with Lower Rainham Road. Pedestrian traffic will not be affected. An alternative route will be available via Beechings Way, Yokosuka Way, B2004 Lower Rainham Road and return.

This order will come into force on Wednesday, 18 February 2026 and will be valid for a maximum period of 18 months or until the works have been completed, whichever is the sooner. The works are due to commence on or after Wednesday, 18 February 2026 and are programmed for completion within three days. The order will be effective only when the appropriate signs are being displayed.

MAKING OF AN ARTICLE 4 DIRECTION

TOWN AND COUNTRY PLANNING ACT 1990 (AS AMENDED)

TOWN AND COUNTRY PLANNING (GENERAL PERMITTED DEVELOPMENT) (ENGLAND) ORDER 2015 (AS AMENDED)

THE HOUSES IN MULTIPLE OCCUPATION ARTICLE 4(1) DIRECTION 2018

Medway Council (the council) HEREBY GIVES NOTICE that the council being the appropriate Local Planning Authority has made a direction pursuant to Article 4(1) of the Town and Country Planning (General Permitted Development) order 2015 (the order), to be known as the Houses in Multiple Occupation Article 4(1) Direction 2026 (the direction) which affects land within the following wards within Medway more particularly shown edged red on the plans attached to the direction (the land):

Chatham Central and Brompton, Fort Pitt, Gillingham North, Gillingham South, Luton, Strood North and Frindsbury and Watling.

The direction restricts the type(s) of development that may be undertaken without first applying for and being granted planning permission under Part III of the Town and Country Planning Act 1990, as amended.

The direction applies to development consisting of the change of use of a building from a use falling within Class C3 (dwelling houses) to a use falling within Class C4 (houses in multiple occupation), being development currently permitted within Class L(b) of Part 3 of Schedule 2 to the said order. The direction removes these permitted development rights for this type of development from the date the direction comes into effect.

The direction was made on the 14 January 2026 and applies to the land within the above wards within the administrative area of Medway from the 22 January 2026 unless it is not confirmed by 22 July 2026.

A copy of the direction and of the maps defining the Land to the which the direction relates may be inspected at Gun Wharf, Dock Road, Chatham, ME4 4TR between the hours of 8.30am and 5pm Monday to Friday, and can be viewed on the council’s website at: medway.gov.uk/info/200147/applying_for_planning_permission/553/article_4_directions/2

Representations may be made concerning this direction to the local planning authority until 25 February 2026, by writing to the Development Management Team, Gun Wharf, Dock Road, Chatham, ME4 4TR. Alternatively, representations can be sent by email to planning.representations@medway.gov.uk

All representations will be considered by the Local Planning Authority prior to the confirmation (or otherwise) of this direction thereafter.

Notice is hereby given that Medway Council intend to make an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable water supply works to be carried out -

Waterloo Road, Gillingham - to be closed to all vehicular traffic across the frontage of 25 Waterloo Road. Pedestrian traffic will not be affected. An alternative route will be available via Gillingham Road, Nile Road, Canterbury Street and return.

This order will come into force on Monday, 9 February 2026 and will be valid for a maximum period of 18 months or until the works have been completed, whichever is the sooner. The works are due to commence on or after Monday, 9 February 2026 and are programmed for completion within five days. The order will be effective only when the appropriate signs are being displayed.

OLD ROAD, CHATHAM

(TEMPORARY PROHIBITION OF TRAFFIC) (NO. 2) ORDER 2026

Notice is hereby given that Medway Council intend to make an order the effect of which will be to impose the following temporary prohibitions or restrictions on traffic to enable gas supply works to be carried out -

Old Road, Chatham - to be closed to all vehicular traffic across the frontage of 3 Old Road (Vokes Taxis). Pedestrian traffic will not be affected. An alternative route will be available via New Road and Gibraltar Hill. The ‘One Way’ restriction in Old Road will be suspended to facilitate access.

This order will come into force on Monday, 23 February 2026 and will be valid for a maximum period of 18 months or until the works have been completed, whichever is the sooner. The works are due to commence on or after Monday, 23 February 2026 and are programmed for completion within two weeks. The order will be effective only when the appropriate signs are being displayed.
