West Midlands Metro Byelaws 2026
Notice Inviting Representations on Proposed Changes to the West Midlands Metro Byelaws. Notice is hereby given under section 67 of the Transport Act, 1962 that the West Midlands Combined Authority (WMCA) intends to make changes to the West Midlands Metro Byelaws under section 49 of the Midland Metro Act 1989, to enable the WMCA to strengthen fare enforcement, improve passenger safety, and update operational practices.
Key changes include:
• Enhanced fare enforcement, including penalties for failure to produce a valid ticket after alighting the Metro, among other provisions;
• Extension of prohibition on smoking to include vaping, e-cigarettes and other forms of smoking;
• Prohibition on bringing weapons on the Metro including knives, bladed articles, firearm and other offensive weapons, without lawful authority;
• Enabling passengers to carry fully folded bikes;
• Enabling passengers to bring their guide dog for lawful assistance; and
• Updated wording to reflect modern technologies and operational standards.
The current West Midlands Metro byelaws which these are planned to replaced can be accessed from the West Midlands Metro website. Before these proposed changes come into effect, anyone affected by these changes has an opportunity to make representations on the changes directly to the Department for Transport (DfT).
