What is happening?

LANCASTER CITY COUNCIL
THE CITY COUNCIL OF LANCASTER (OFF STREET PARKING PLACES) (CONSOLIDATION) ORDER 2023
AMENDMENT NO. 3 ORDER 2025


Notice is hereby given that Lancaster City Council, with the consent of Lancashire County Council and having consulted the Chief Officer of Police, and in exercise of its powers under sections 32, 33, 34 35, 35 (c), 39, 124 and Schedule 9 of the Road Traffic Regulation Act 1984, has made the above-named Order.
The effect of the Amendment No. 3 Order of 2025 is to (1) add a new car park to be known as Moor Mills 4, Lancaster associated plan (plan 36), conditions of use, charges and permit arrangements (2) add a new car park to be known as Edward Street 2, Lancaster associated plan (plan 37), conditions of use, charges and permit arrangements (3) amend plan 23 (Kingsway, Lancaster) to extend the car park area (5) Amend plan 17 Old Station Morecambe and create a 40 minutes 3 hour no return loading bay restriction highlighted in the blue box on Plan 17. (6) Add a 2hrs for £3.30 tariff between 8am & 6pm to the First Schedule – Table 1 to the car parks detailed in the second table below (7) Amend Article 4(1), (3), (4) substituting the reference to “the seventh column” to read “the eighth column”.

The Order was made on the 13th November 2025 and comes into force on the 25th November 2025.
A copy of this notice of making, notice of proposal, a copy of the City Council of Lancaster (Off-Street Parking Places) (Consolidation) Order 2023 (Amendment No. 3) Order 2025, a copy of the City Council of Lancaster (Off Street Parking Places) Consolidation Order 2023, and corresponding maps, amendment orders and a statement of reasons may be viewed at

Lancaster Town Hall and Morecambe Town Hall during opening hours.
If any person wishes to question the validity of the Order or any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the order is made, apply for the purpose to the High Court.
