What is happening?
THE KINGSTON UPON HULL CITY COUNCIL
(TEMPORARY PROHIBITION OF THROUGH TRAFFIC) ORDER 2025
NATIONAL AVENUE AND COUNTY ROAD NORTH
NOTICE IS HEREBY GIVEN that the Kingston upon Hull City Council by virtue of Section 14(1) of the Road Traffic Regulation Act 1984 has made an Order.
The effect of the Order is to prohibit any person with a vehicle from proceeding along:- National Avenue between Bricknell Avenue and the junction with County Road North, to include Hayburn Avenue, from 15th September 2025 until 10th October 2025, and left turn from National Avenue onto County Road North, from 13th October 2025 until 14th November 2025, Kingston upon Hull.
The purpose of the Order is to ensure the safety of the public and operatives during carriageway resurfacing and reconstruction works.
Works will also include improvements to the existing crossing adjacent to the National Pub, which will consist of lane closures to allow for reconstruction of refuge island and carriageway resurfacing. The alternative route for vehicles will be signed.
Access will be maintained for emergency services.
The Order will come into effect 15th September 2025 and may continue in force for a period not exceeding eighteen months or until the works which it is proposed to carry out have been completed, whichever is the earlier. It is anticipated, however, that the works will be completed as stated above.

LOCKWOOD STREET/ALDBRO STREET
NOTICE IS HEREBY GIVEN that the Kingston upon Hull City Council by virtue of Section 14(1) of the Road Traffic Regulation Act 1984 has made an Order. The effect of the Order is to prohibit any person with a vehicle from proceeding along Lockwood Street and Albro Street.
Parking will be suspended for the duration of the closure. Access for business will be maintained at all times. The purpose of the Order is to ensure the safety of the public and operatives during investigation works to the underground structure at Lockwood Street/Aldbro Street.
The alternative route for vehicles will be signed. The Order will come into effect 16th September 2025 and may continue in force for a period not exceeding eighteen months or until the works which it is proposed to carry out have been completed, whichever is the earlier. It is anticipated, however, that the works will be completed between 9am on 16th September 2025 until 3.30pm on 23rd September 2025.

COMMERCIAL ROAD
NOTICE IS HEREBY GIVEN that the Kingston upon Hull City Council by virtue of S.14(1) of the Road Traffic Regulation Act 1984 intends to make an Order. The effect of the Order will be to prohibit any person with a vehicle from proceeding along Commercial Road, Kingston upon Hull.
The purpose of the Order is to ensure the safety of the public and operatives during surfacing works as part of the A63 Castle Street improvement scheme. The alternative route for vehicles will be signed.
Access will be maintained for emergency services.
The Order will take effect on 25th September 2025, and may continue in force for a period not exceeding eighteen months or until the works which it is proposed to carry out have been completed, whichever is the earlier.
It is anticipated, however, that the works will be completed nightly between 8pm on 25th September 2025 until 6am on 26th September 2025, and 8pm on 26th September 2025 until 6am on 27th September 2025. PENROSE CLOSE (PART)
NOTICE IS HEREBY GIVEN that the Kingston upon Hull City Council by virtue of S.14(1) of the Road Traffic Regulation Act 1984 intends to make an Order. The effect of the Order will be to prohibit any person with or without a vehicle from proceeding along the dead end fork off Penrose Close.
Parking bays will be suspended for the duration of the closure. The purpose of the Order is to ensure the safety of the public and operatives during sewer diversion works and new build of 11 bungalows. The alternative route for pedestrians will be signed.
Access will be maintained for emergency services.
The Order will take effect on 23rd September 2025, and may continue in force for a period not exceeding eighteen months or until the works which it is proposed to carry out have been completed, whichever is the earlier.
It is anticipated, however, that the works will be completed between 23rd September 2025 and 30th April 2026.
