What is happening?
THE SURREY COUNTY COUNCIL
Church Lane (C72) and The Enterdent (D394) Godstone Temporary Prohibition of Traffic Order 2025
On 15 August 2025, Surrey County Council made the above-mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of:- (a) Church Lane (C72) Godstone as extends from its junction with Eastbourne Road (B2236) to a point 15 metres north of this junction; and (b) The Enterdent (D394) Godstone from its junction with Eastbourne Road (B2236) to a point 15 metres south of this junction.
Alternative Route – (a) Bulbeggars Lane and B2236 (Eastbourne Road), or this route in reverse. (b) Tilburstow Hill Road, Love Lane and B2236 (Eastbourne Road), or this route in reverse. This Order is required to enable the Openreach to facilitate cabling and associated works. These works are anticipated to be carried out during the 18-month period of operation of this Temporary Order that commences on 2 September 2025 for 1 day, between the hours of 9.30am and 3.30pm. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency services, residents, pedestrians, cyclists and equestrians will be maintained at all times.
How Lane (D1080) Chipstead Temporary Prohibition of Traffic Order (No.2) 2025
On 15 August 2025, Surrey County Council made the above-mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of How Lane (D1080) Chipstead as extends its junction with Bouverie Road (D1079) to the northern boundary of the property known as “Fernbank”.
Alternative Route – How Lane, B2032 (Chipstead Valley Road), Portnalls Road, Coulsdon Lane and How Lane, or this route in reverse. From Bouverie Road – Lissoms Road and Hollymead Road to follow main route. This Order is required to enable SGN to facilitate mains replacement and associated works. These works are anticipated to be carried out during the 12-month period of operation of this Temporary Order that commences on 1 September 2025 for 2 months, between the hours of 7.00am and 4.30pm.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation for 24-hours per day, will only operate when the relevant traffic signs are displayed. Access to properties within the closure will be maintained at all times.
Hazelwood Lane (C137) Chipstead Temporary Prohibition of Traffic Order (No.2) 2025
On 15 August 2025, Surrey County Council made the above-mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to: (a) prohibit vehicles from entering or proceeding in that length of Hazelwood Lane (C137) Chipstead as extends from its junction with High Road (C136) to its junction with Doghurst Lane (D1083); and (b) suspend “The Surrey County Council Hazelwood Lane (C137) Chipstead Temporary Prohibition of Traffic Order 2025” insofar as it relates to the length of road described in (a).
Alternative Route – High Road, Couldson Lane, Portnalls Road, B2032 (Chipstead Valley Road and Outwood Lane) and Hazelwood Lane, or this route in reverse. This Order is required to enable Openreach to facilitate pole replacement, tree cutting and associated works.
These works are anticipated to be carried out during the 12-month period of operation of this Temporary Order that commences on 31 August 2025 for 1 day, between the hours of 9.30am and 3.30pm. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency services, residents, pedestrians, cyclists and equestrians will be maintained at all times.
Clayhill Road (D320) and Newdigate Road (C59) Leigh Temporary Prohibition of Traffic Order 2025
On 20 August 2025 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of; (a) Clayhill Road (D320) Leigh; (b) Newdigate Road (C59) Leigh. This Order will be carried out in 3 phases and is required to facilitate installation of ducting, cabling, and splicing works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 18 days, between the hours of 9am and 5pm, during the 12-month period of operation of this Temporary Order that commences on 02 September 2025. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and dismounted cyclists.
Alternative Route: (1) Tapners Road, Bunce Common Road, and Newdigate Road, or this route in reverse; (2) Newdigate Road, Bunce Common Road, Shellwood Road, and Clayhill Road, or this route in reverse; (3) Newdigate Road, Bunce Common Road, Shellwood Road, and Clayhill Road, or this route in reverse.
Vincent Walk (Townpath) (T8063) Dorking Temporary Prohibition of Traffic Order 2025
On 20 August 2025 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit any person from entering or proceeding on foot or by any other means in that length of Vincent Walk (Townpath) (T8063) Dorking as extends from a point in line with the common boundary between property No.1 and No.2 Vincent Mews to a point in line with the common boundary between property No.1 and property No.2 Western Place.
Alternative Route: Vincent Walk (Townpath), (A25) West Street, Junction Road, (A25) South Street, and Vincent Walk (Townpath).
This Order is required to facilitate overhead spine cabling works, and/ or any other maintenance works, for or on behalf of Morrison Telecom Services Ltd. These works are anticipated to be carried out in 1 day, between the hours of 10am and 4pm, during the 6-month period of operation of this Temporary Order that commences on 07 September 2025. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed.
Due to the nature of the works, it will not be possible to maintain access through the closure, however, access for emergency services will be maintained at all times, as well as access for residents who will be able to gain access from the front of their properties. Pedestrians and dismounted cyclists will be required to follow the diversion route.
Philanthropic Road (C222) Redhill Temporary Prohibition of Traffic Order 2025
On 20 August 2025 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Philanthropic Road (C222) Redhill that is crossed under the bridge known as “Hooley Lane – Structure 24” and for a distance of 15 metres either side.
Alternative Route: Philanthropic Road, Redstone Hollow, (A25) Redstone Hill, (A23) Marketfield Way, (A23) Brighton Road, Woodlands Road, St Johns Road, and Hooley Lane, or this route in reverse. This route avoids low bridge of “7ft” on Hooley Lane. This Order is required to facilitate tree cutting and felling works on the banks of the bridge for, or on behalf of Network Rail. These works are anticipated to be carried out over 1 day, between the hours of 9am and 2pm, during the 18-month period of operation of this Order which will commence on 07 September 2025.
Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained at all times, from either side of the closure. All other vehicular traffic, including emergency service vehicles, will be required to the follow the diversion route. No sole access is affected by this closure.
Haxted Road (C87) Lingfield Temporary Prohibition of Traffic Order 2025
On 20 August 2025 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Haxted Road (C87) Lingfield as extends from its junction with (D408) Bowerland Lane to its junction with the access to the property known as “Barrow Green Farm”.
Alternative Route: (1) Haxted Road, Lingfield Road, (B2026) Mill Hill, (B2026) Marsh Green Road, (B2026) Moor Lane, (B2028) Racecourse Road, (B2028) Town Hill, (B2028) High Street, (B2028) Plaistow Street, (B2029) Godstone Road, Lingfield Common Road, and Haxted Road; (2) Haxted Road, Lingfield Common Road, (B2029) Godstone Road, (B2028) Plaistow Street, (B2028) High Street, (B2028) Town Hill, (B2028) Racecourse Road, (B2026) Moor Lane, (B2026) Marsh Green Road, (B2026) Mill Hill, (B2026) Mont St Aignan Way, Lingfield Road, and Haxted Road.
This Order is required to facilitate telecom pole testing works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 1 day, between the hours of 9.30am and 3.30pm, during the 12-month period of operation of this Temporary Order that commences on 03 September 2025. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists, via the marshalls on site.
Nutfield Marsh Road (C67) Nutfield Temporary Prohibition of Traffic Order 2025
Surrey County Council propose to make the abovementioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Nutfield Marsh Road (C67) Nutfield as extends from its junction with the access to “Mercers Country Park” to its junction with Public Bridleway, Rights of Way Route 184 Nutfield.
Alternative Route – Nutfield Marsh Road; Church Hill; A25 High Street/Nutfield Road; Cormongers Lane; and Nutfield Marsh Road, or this same route in reverse. This 12-month Temporary Traffic Order which commences on 08 September 2025 is required to facilitate new mains water connection works and/or any other associated works to be carried out by, or on behalf of SES Water within the length of road described in this notice. These works are anticipated to be carried out as soon as possible over five days between the hours of 8am and 4.30pm Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will operate only when the relevant traffic signs are displayed. Access for the emergency services, pedestrians and dismounted cyclists will be maintained at all times. All other traffic, including residents will be required to use the signed diversion route. No sole access will be affected by this closure.
Stane Street (A29) Ockley Temporary Prohibition of Traffic Order 2025
Surrey County Council propose to make the abovementioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Stane Street (A29) Ockley as extends from its junction with (D290) Cathill Lane to its junction with (D295) Friday Street.
Alternative Route – A29 Stane Street/Beare Green Road/Ockely Road; A24 Capel By-Pass/Horsham Road/Dorking Road/Durford Hill/Dorking Road/Horsham ByPass; A264 Link Road; A264 Broadbridge Heath By-Pass; Billingshurst Road; Broadbridge Heath; A281 Broadbridge Heath By-Pass/Guildford Road; A29 Bognor Road. This 12-month Temporary Traffic Order which commences on 15 September 2025 is required to facilitate sewerage repair works and/or any other associated works to be carried out by, or on behalf of Southern Water within the length of road described in this notice.
These works are anticipated to be carried out as soon as possible over ten days between the hours of 7am and 7pm Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will operate only when the relevant traffic signs are displayed. Access for residents, the emergency services, pedestrians and dismounted cyclists will be maintained at all times via Marshalls on site.
All other traffic will be required to use the signed diversion route.
Church Hill (D447) Tatsfield and Chestnut Avenue (D488) Westerham Temporary Prohibition of Traffic Order 2025
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Church Hill (D447) Tatsfield as extends from its junction with (D488) Chestnut Avenue to its junction with (D446) Old Lane; (b) Chestnut Avenue (D488) Westerham as extends from its junction with (D447) Church Hill and for a distance of 300 metres in an easterly direction.
Alternative Route: Raghill Road, Rag Hill, Tatsfield Lane, and Chestnut Avenue, or this route in reverse. This Order is required to facilitate telecom pole testing works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 1 day, between the hours of 9.30am and 3.30pm, during the 12-month period of operation of this Temporary Order that commences on 15 September 2025. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists.
Various in Tandridge Temporary Prohibition of Traffic Order (No.6) 2025
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 (as amended) the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified in the Schedule to this Notice. This Order is required to enable Surrey County Council to facilitate patching works and/or capital safety defect works and/or major maintenance works, which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 8 September 2025.
Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. Access for pedestrians and cyclists (which may be instructed to dismount) will be maintained at all times.
Schedule 1. the entire length of D147 Park Avenue, Caterham.
Alternative Route – C70 Stanstead Road, B2030 Church Road and D1427 Manor Avenue; 2. the entire length of D1347 Boxwood Way, Warlingham. Alternative Route – C217 Farleigh Road and D1347 Mint Walk; 3. that length of C72 Church Lane, Godstone which extends from its junction with Eastbourne Road to its junction with Leigh Place Lane. Alternative Route – C72 Church Lane, A25 Oxted Road, A25 High Street, B2236 Godstone Green, B236 High Street, B2236 Eastbourne Road and C72 Church Lane; 4. that length of D1341 Kingswood Lane, Warlingham which extends from its junction with Limpsfield Road north-eastwards to the point the road becomes Kingswood Way (at the boundary between the District of Tandridge and the London Borough of Croydon).
Alternative Route – B269 Limpsfield Road, C217 Farleigh Road, C217 Farleigh Common, C217 Old Farleigh Road (Croydon) and D1341 Kingswood Lane (Croydon).

Notice of Confirmation of an Order Highways Act 1980
Wildlife and Countryside Act 1981 Footpath No. 178 (Capel)
Public Path Diversion Order 2025 On 19 August 2025
Surrey County Council confirmed the above Order made under section 119 of the Highways Act 1980 and section 53A(2) of the Wildlife and Countryside Act 1981.
The effect of the Order as confirmed is to divert footpath 178 (Capel) from a point north of Knoll Farm (grid ref. 516671 138884) proceeding due east for 65 metres, then turning south, then southeast, then southwest for 170 metres, before it continues southwest for 97 metres to Grid ref. 516617 138685) A copy of the Order as confirmed and the Order Map have been placed and may be seen free of charge by appointment (Tel. 0300 200 1003) at Surrey County Council Offices, Whitebeam Lodge, Merrow Depot, Merrow Lane, Guildford (between 10.00am and 4.00pm from Monday to Friday) and at Guildford Borough Council, Millmead House, Millmead, Guildford, and Guildford Library, North Street, Guildford, during opening hours.
A copy of this notice may be viewed on the Council’s website (www.surreycc.gov.uk) under Footpaths, Byways and Bridleways. Alternatively, a copy of the Order and map may be purchased from the County Council at a cost of £4.00.
The Order came into force on 19 August 2025 but if a person aggrieved by the Order wants to question its validity or that of any provision contained in it on the ground that it is not within the powers of the Highway Act 1980 as amended or on the ground that any requirement of the Act as amended or of any regulation made under the Act has not been complied with in relation to the Order he or she may under paragraph 2 of Schedule 2 to the Act as applied by paragraph 5 of Schedule 6 to the Act within six weeks from 21 August 2025 make an application to the High Court.
