Proposal for a generating station comprising up to two gas turbine units and associated development, at the former Ferrybridge C Power Station, Kirkhaw Lane, Knottingley, West Yorkshire, and a land corridor to the east terminating south of Gateforth
Notice is hereby given pursuant to section 47(6)(a) of the Planning Act 2008 (the 'PA 2008') that SSE Hydrogen Developments Limited (‘SSE’) (the ‘Applicant’) is proposing to submit an application to the Secretary of State for Energy Security and Net Zero (the 'SoS') for a Development Consent Order under section 37 of the PA 2008 to authorise the construction, operation and maintenance of up to two gas turbine (‘GT’) units with a combined capacity of up to 1.2 Gigawatt electrical output together with a natural gas pipeline connection, above ground installation (‘AGI’) and other associated development (the ‘Proposed Development’) on land at, and in the vicinity of, the former Ferrybridge Power Station, Kirkhaw Lane, Knottingley, West Yorkshire – within the administrative area of Wakefield Metropolitan District Council (‘WMDC’) (‘the Main Site’), and a land corridor extending eastwards beneath the River Aire and into the administrative area of North Yorkshire Council (‘NYC’) (together ‘the Site’) terminating at Pale Lane to the south of Gateforth.
The Proposed Development will provide flexible power generation with turbine units arranged in either open or combined cycle configurations, or a combination, depending on market requirements, and associated infrastructure.
The Proposed Development will be designed to run on 100% hydrogen. It is currently anticipated that a technically and commercially viable hydrogen supply chain may not be available at the start of operation, in which case the Proposed Development would need to be able to operate using 100% natural gas or a blend of hydrogen and natural gas.
Gas will be transported from the Gas Transmission System to the Main Site via a new natural gas pipeline connection extending into North Yorkshire. The land corridor for this connection currently comprises two proposed route options for where the pipeline may be located.
The Applicant has a duty under Section 47 of the PA 2008 to consult the local community about the Proposed Development, Section 47(1) requires an applicant for development consent to prepare a statement (a ‘Statement of Community Consultation’ or ‘SoCC’) setting out how they propose to consult people living within the vicinity of the land to which their proposals relate. Section 47(7) requires the applicant to carry out the consultation in accordance with the proposals set out within the SoCC.
The Applicant has consulted the relevant local authorities on the SoCC in accordance with Section 47(2).
Section 47(6) requires an applicant for development consent to make the SoCC available for inspection by the public in a way that is reasonably convenient for people living in the vicinity of the land to which the project relates. In accordance with Section 47(6) this notice confirms when and how a copy of the SoCC, that has been prepared by the Applicant, can be inspected.
