NOTICE OF MAKING
DACORUM BOROUGH COUNCIL
THE BOROUGH OF DACORUM
(TOWN CENTRES) (ON-STREET PARKING PLACES)
ORDER 2025

NOTICE is hereby given that Dacorum Borough Council with the consent of Hertfordshire County Council and in exercise of powers conferred on that County under Sections 1, 2, 3, 4, 5, 32, 33, 35, 36, 37, 45, 46, 46A, 47, 49, 51 and 53 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 has made the above Order to amend existing parking places in parts of Hemel Hempstead, Berkhamsted, Tring, Apsley and Kings Langley as specified in the Schedules to this Notice.
The effect of the Order is to make changes to the restricted hours, maximum stay and no return periods for existing Pay to Park Bays and limited waiting bays, as well as introduce charging into some limited waiting bays.
Schedule 1: Parking Bays for Pay-to-Park, Monday to Sunday inclusive 8.00am to 6.00pm Maximum Stay 1 Hour No Return within 2 Hours on those roads listed below and as set out in the Order and accompanying plans.
Charges: Up to 30 minutes - £0.80; Up to 1 hour - £1.50
Roads affected: Waterhouse Street and Marlowes, Hemel Hempstead; High Street and Prince Edward Street, Berkhamsted; High Street, Tring; High Street, Kings Langley.
Schedule 2: Limited Waiting Parking Bays, Monday to Sunday inclusive 8.00am to 6.00pm Maximum Stay 30 minutes No Return withing 2 Hours on those roads listed below and as set out in the Order and accompanying plans.
Roads affected: High Street and St Marys Close, Hemel Hempstead; High Street, Berkhamsted; London Road, Apsley; Hempstead Road and High Street, Kings Langley.
The Order shall come into operation on Monday 31st March 2025.
Other existing restrictions on the road will remain as existing.

Electronic copies of the Order, a statement of reasons for the making of the Order and drawings showing details of the scheme are available for inspection online at

under the title “New DBC Traffic Regulation Orders” or on request by contacting

until the end of six weeks from the date on which the Order is made.
If any person wishes to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with that person may, within six weeks from the date the Order was made, apply for the purpose to the High Court.
Issuing Notice of this scheme is a statutory duty of the Borough Council. All data resulting from this Notice will be collected and held and processed by Dacorum Borough Council and may be shared with DBC Officers and Borough Councillors.
