Notice is given pursuant to regulation 22(1)(b) of the Local Authorities (Members’ Allowances) (England) Regulations 2003 that Horsham District Council (‘the Council’) has received recommendations from an Independent Remuneration Panel (IRP) in respect of its Members’ Allowances Scheme.
The report of the IRP was made in accordance with regulation 21 of the Local Authorities (Members’ Allowances) (England) Regulations 2003.
The IRP undertook a review, and the main features of the IRP’s recommendations following that review are as follows:
To increase the Basic Allowance to £6,786
To increase the Leader’s SRA to £18,661
To provide a £250 ‘per member’ SRA for the Leaders of all Minority Groups
To adopt the policy of one SRA per member
The Chair of the Unparished Area Committee receives an SRA of £2,878.54
The Co-opted members of the Unparished Area Committee receives an allowance of £500
A list of approved external bodies attracting an allowance for attendance be agreed and made available to members
The allowance for childcare should be set at the rate of the National Living Wage (£12.21 from April 2025)
The allowance for specialist dependent care should be set at the Homecare Association annual rate (£32.14 from April 2025)
The Parish Co-optees on the Standards Committee receive an allowance of £500
Horsham establishes a Maternity and Adoption policy for members based on national standards
The IRP’s report (to be considered by Council on 24 February 2025) is available for inspection by members of the public on the Council’s website at

www.horsham.gov.uk/allowances.
