What is happening?

Speed Limits
The Department for Infrastructure (DfI) proposes to make an
Order entitled the Roads (Speed Limit) (No. 2) Order (Northern
Ireland) 2025.
The Order will–
• apply a 30 miles per hour speed limit to a length of Ardmore
Road. Derry/Londonderry.
• apply a 40 miles per hour speed limit to Lismacarol
Roundabout and to lengths of Glenshane Road and Tirbracken
Road, Drumahoe.
• de-restrict lengths of A6 Dual Carriageway, Ardmore Road,
Baranailt Road, Claudy Park & Ride access Road, Foreglen
Road, Gulf Road, Claudy; A6 Dual Carriageway, Ervy Road,
Glenshane Road Lismacarol Road, and Tamnaherin Road,
Drumahoe; A6 Dual Carriageway, Chapel Road, Feeny Road,
and Glenshane Road, Dungiven, so that the national speed limit
applies.
• revoke a number of other speed limits so that a 30 miles per hour
speed limit (restricted by street lighting) will apply to Gulf Road,
Clady and Ardmore Road, Derry/Londonderry.
Vehicles are excepted from the restrictions in certain circumstances.

Parking & Waiting Restrictions
– Belfast
The Department for Infrastructure (DfI) has made a Statutory Rule
entitled “The Parking and Waiting Restrictions (Belfast) (Amendment
No. 2) Order (Northern Ireland) 2024” (S.R. 2024 No. 220) which
comes into operation on 10 January 2025.
The Rule will prohibit vehicles waiting between 8.00 a.m. and 4.00
p.m. on Monday to Friday inclusive (loading and unloading permitted)
on a length of Carolan Road, Belfast. Vehicles are excepted from the
prohibition in certain circumstances.
A copy of the Rule may be viewed at DfI offices during office hours
(Monday to Friday 9.00 am to 5.00 pm) by appointment only.

Temporary Traffic Regulation
Church Road, Castlereagh
Notice is hereby given that the Department for Infrastructure using
its powers under Article 7 (1) and (3) of the Road Traffic Regulation
(Northern Ireland) Order 1997, has temporarily prohibited the use, by
traffic of:-
Church Road, Castlereagh, from Manse Road to Ballygowan Road.
This road will be closed from Monday 6th January until Friday 28th
February 2025, from 09:30hrs until 16:30hrs each day.
The closure is required for DfI Eastern (New Works &
Maintenance schemes).
Alternative route: Church Road – Manse Road – Ballygowan Road.
Experimental Traffic Control
Scheme – Taxis In Bus Lanes –
Belfast City Centre
The Department for Infrastructure (DfI) proposes to make the
Experimental Traffic Control Scheme – Taxis in Bus Lanes – Belfast
City Centre for a period of 6 months.
The scheme will permit Class A, B, C and D taxis to use bus lanes
on lengths of Bruce Street, Dublin Road, Great Victoria Street and
Shaftesbury Square, Belfast.

Tree and Hedge Cutting Notice
Notice to Landowners
Do you own or occupy land adjacent to a public road or footway?
Do you know that you are responsible for lopping any tree or cutting
back any hedge growing on your land which:
• endangers or obstructs the passage of vehicles, including high
sided vehicles (lorries and buses), or pedestrians, especially
pedestrians with a visual impairment;
• obstructs the view of drivers of vehicles;
• obstructs or interferes with the light from any public lamp; or
• obstructs the view of traffic signs or otherwise prejudices the
safety or convenience of persons using the road?
Lopping or cutting back should be to such an extent as will remove the
obstruction or remedy the matter. While no specific guidance is given
in the Roads (Northern Ireland) Order 1993, it is generally accepted
that the minimum clearance should be 5.5m over a road and 2.4m
over a footpath. Owners or occupiers are also responsible for the
removal of any tree or hedge which is dead, damaged, diseased
or insecurely rooted and by reason of its condition is likely to cause
danger to persons using the road or footway.
If you are carrying out this work:
• quickly clear all hedge and tree cuttings from public roads
and footways to ensure that all users of the road are not
inconvenienced or endangered; and
• ensure that any such works on a public road or footway are
signed and secured in accordance with the Code of Practice for
Safety at Street Works and Road Works or, in the case of works
on a dual carriageway with hard shoulders, signed and secured
in accordance with Chapter 8 of the Traffic Signs Manual.
If possible, roadside hedge cutting should be undertaken from
early February to the start of March. Hedge cutting outside of
this period should only be undertaken in the interest of public safety.
Many minor roads are bordered by hedges providing safe havens for
small mammals and nesting birds and owners and occupiers should
be aware that under the provisions of Article 4 of the Wildlife (Northern
Ireland) Order 1985 it is an offence, with certain exceptions, to damage
or destroy the nest of any wild bird while that nest is in use or being
built, or to disturb any wild bird whilst it is in or near a nest containing
eggs or young. So, avoid the bird nesting season from 1st March until
31st August and exercise vigilance at all other times outside of what
would be considered the main nesting period. It is also not advisable
to cut during Autumn and early Winter as this removes berries and
fruit, an important source of food for birds and wildlife over Winter and
it is advisable not to cut during periods of hard frost. Care should also
be taken not to damage saplings in hedgerows.
The Department also wishes to remind owners and occupiers that
under the provisions of the Roads (Northern Ireland) Order 1993
the Department may serve a notice on such an owner or occupier
requiring him to remove or trim hedges or trees causing obstruction
and in the event of failure to comply with the notice the Department
may execute such works as are necessary and may recover the cost
from the person on whom the notice was served.
The Department invites the co-operation of owners and occupiers in
ensuring that wayside trees and hedges are not allowed to become
an obstruction to the safe passage of vehicles and pedestrians and
that, in so doing, any necessary remedial work is carried out at the
appropriate time of the year.
Temporary Speed Limit
A2 Sydenham By-Pass, Belfast - Belfast
Bound Carriageway, Belfast
Notice is hereby given in compliance with paragraphs 1 and 2 of
Schedule 3 of the Road Traffic Regulation (Northern Ireland) Order
1997 that the Department for Infrastructure for Northern Ireland, in
exercise of the powers conferred on it by Article 7 (1) and (3), and
paragraph 3 of Schedule 3 to the said Road Traffic Regulation
(Northern Ireland) Order 1997, proposes to impose a 30 miles per
hour speed limit on –
A2 Sydenham By-Pass, Belfast - Belfast bound carriageway starting
at its junction with the Holywood Road and finishing at the Bridge
End Off-slip.
This temporary speed limit will be in place from Monday 6th January
2025 until Friday 28th February 2025, being satisfied that traffic
should be restricted because works are being executed on the A2
Sydenham By-Pass, Belfast.
Traffic signs warning that the use of the road is subject to the above
speed limit restriction and to indicate the nature and extent of the
restrictions will be erected on the road in due course.
Newry Southern Relief Road
Public Consultation Event
Proposal: PROVIDING A NEW STRATEGIC ROAD LINK BETWEEN
THE A1 DUBLIN ROAD AND A2 WARRENPOINT ROAD
The Department for Infrastructure (DfI) is undertaking a Public
Consultation Event for the formal consultation of the Environmental
Impact Assessment Report and Statutory Orders to the proposed
delivery of the Newry Southern Relief Road.
The aim of the event is to demonstrate how the proposed scheme has
been developed to its current stage and the next steps for the scheme.
It will update stakeholders and the public on the current proposals. It
will also demonstrate how critical environmental concerns are being
considered as part of the Environmental Impact Assessment process.
A staffed Public Consultation event will take place as listed below
which will provide an opportunity to engage with Departmental staff
and the engineering consultants who can provide detail on the
proposed scheme and the planned programme for delivery.

The event will include an un-staffed exhibition display from

Newry Southern Relief Road
Environmental Impact Assessment: Notice of Publication
The Department for Infrastructure hereby gives notice in accordance
with Article 67A(3) and (9) of the Roads (Northern Ireland) Order 1993
that it has prepared an Environmental Impact Assessment Report
on the effects of the proposed construction of the Newry Southern
Relief Road.
The general effect of the project will be the construction of
approximately 4 kilometres of new carriageway to provide a strategic
link between the A1/N1 Belfast to Dublin corridor and the A2
Warrenpoint Road, bypassing Newry City Centre.
The aim of this project is to provide an alternative route for strategic
traffic that avoids Newry City centre.
In addition to earthworks and drainage, landscaping will be carried out
to improve the appearance of the road and lessen the visual impact
of the proposed scheme.
Trunk Road Order
The Trunk Road T4 (Newry Southern Relief)
Order (Northern Ireland) 2025
The Department for Infrastructure hereby gives notice in accordance
with the provisions of Schedule 8 to the 1993 Order that it proposes to
make an Order under Article 14(1) and 68(1), (3) and (5) of that Order.
The proposed Order will provide that 6370 metres of new and
upgraded road (including 3 new and 2 upgraded roundabouts) as
described in Part 1 of the Schedule shall be part of the Lisburn-NewryLand Frontier Trunk Road T4.
The Order also provides for the stopping-up of certain roads to road
traffic as per parts II, III and IV of the Schedule and the abandonment
of certain roads as per part V of the Schedule.

The Newry River Bridge Order
(Northern Ireland) 2025
The Department gives notice of its intention to make a Statutory Rule
entitled The Newry River Bridge Order (Northern Ireland) 2025.
The proposed Order will provide for the construction of a road bridge
over the navigable waters of the Newry River, Newry in association
with the Newry Southern Relief scheme.
The Newry Canal Bridge Order (Northern Ireland) 2025
The Department gives notice of its intention to make a Statutory Rule
entitled The Newry Canal Bridge (Northern Ireland) Order 2025.
The proposed Order will provide for the construction of a road bridge
over the navigable waters of the Newry Canal, Newry, in association
with the Newry Southern Relief Road scheme.
The Newry River (Extinguishment of Certain Public Rights of
Navigation) Order (Northern Ireland) 2025
The Department gives notice of its intention to make a Statutory Rule
entitled The Newry River (Extinguishment of Certain Public Rights of
Navigation) Order (Northern Ireland) 2025.
The proposed Order seeks to provide for the extinguishment of
any public rights of navigation over the navigable waters specified
in Article 6 and seeks to provide for the proposed extinguishment of
any public rights of navigation over the navigable waters specified
in Article 2 of the proposed Order, in association with the Newry
Southern Relief Road scheme.
The Newry River Foot/Cycle Bridge (Northern Ireland) Order 2025
The Department gives notice of its intention to make a Statutory
Rule entitled The Newry River Foot/Cycle Bridge (Northern Ireland)
Order 2025.
The proposed Order will provide for the construction of a foot/cycle
bridge over the navigable waters of the Newry River, in association
with the Newry Southern Relief Road scheme.
The Newry Ship Canal (Temporary Extinguishment of Certain Public
Rights of Navigation) Order (Northern Ireland) 2025
The Department gives notice of its intention to make a statutory rule
entitled The Newry Ship Canal (Temporary Extinguishment of Certain
Public Rights of Navigation) Order (Northern Ireland) 2025
The proposed Order provides for the temporary extinguishment of the
public rights of navigation over the navigable waters, in association
with the Newry Southern Relief Road scheme.
Notice of Intention to Make
a Vesting Order
Newry Southern Relief Road
The Department proposes to make an order vesting certain lands
in the townlands of Ballynacraig, Cloghoge and Commons, County
Down and Cloghoge, Drumalane, Ellisholding and Fathom Lower,
County Armagh, in the Department under the Local Government
Act (Northern Ireland) 1972 and The Roads (Northern Ireland)
Order 1993.
The Department proposes to acquire the land for the construction
of approximately 4 kilometres of new carriageway to provide a
strategic link between the A1/N1 Belfast to Dublin corridor and the A2
Warrenpoint Road, bypassing Newry City Centre.
