What is happening?
PUBLIC NOTICE OF THE COUNCILLORS’ ALLOWANCES SCHEME FOR PORTSMOUTH CITY COUNCIL
Local Authorities Members' Allowances Regulations, 2003 (s. 16)
The authority has complied with Regulation 19, having regard to the recommendations of the panel of the making of this scheme.
The scheme
The basic allowance from April 1 2024 to 31 March 2025 is £13,516 per year. In addition, the special responsibility allowance (SRA) is payable for the following positions based on the listed multiples of the basic allowance as set out below.
The scheme provides for the payment of: basic allowance, special responsibility allowances, Carers’ allowance claimable at an hourly rate and set at the Living Wage Foundation's real living wage rate and; travel allowance for official duties linked to the recommended HMRC rates.
Only one special responsibility allowance (SRA) is payable, whichever the greater.

The basic allowance is index-linked to any annual pay adjustment that may be awarded to local government officers and does not constitute as an amendment to this scheme.
Copies of the scheme and copies of the record of payments are kept in accordance with regulation 15(1) and (2) are available at Portsmouth City Council, Civic Offices, Guildhall Square, Portsmouth, for inspection by members of the public. Portsmouth Civic Offices are open Monday to Friday 9am - 4pm. The authority reserves the right in accordance with regulation 21 to charge for copies.
