Notice is hereby given that Crawley Borough Council adopted the Crawley Borough Local Plan 2023 to 2040 on 16 October 2024 in accordance with the above regulations.
The Crawley Borough Local Plan 2023 to 2040 replaces the policies contained in the Crawley Borough Local Plan 2015 to 2030.
The Crawley Borough Local Plan sets out the borough’s development and infrastructure needs until 2040 and ensures these can be delivered to support sustainable economic growth while continuing to protect its important built and environmental assets. It covers sustainable development, character, design and heritage, infrastructure and open space; economic growth, Gatwick Airport and Crawley Town Centre; housing including meeting specific housing needs; and environmental sustainability including sustainable construction, green infrastructure and biodiversity, environmental protection and sustainable transport.
The Crawley Borough Local Plan has been subject to examination by independent Inspectors appointed by the Secretary of State, David Spencer BA(Hons) DipTP MRTPI and Glen Rollings BA (Hons) MAUD MRTPI. The examination hearings were held between 21 November 2023 and 16 January 2024. The Inspectors’ Final Report on the Examination into Crawley Borough Local Plan 2024 to 2040 was issued on 6 September 2024 and concluded that the Local Plan is sound and legally compliant subject to the Inspectors’ main modifications pursuant to Section 23(3) of the Planning and Compulsory Purchase Act 2004. The adopted Plan incorporates all of the Main Modifications required by the Inspectors as set out in the Appendix to the Final Report.

Any person aggrieved by the adoption of the Crawley Borough Local Plan 2023 to 2040 may make an application to the High Court under Section 113 of the Planning and Compulsory Purchase Act 2004.
Any challenge pursuant to Section 113 must be made on the grounds that the document is not within the appropriate power and/or a procedural requirement has not been complied with. Any such application should be made promptly and, in any event, no later than the end of the six-week period beginning with the day after the date on which the Crawley Borough Local Plan 2023 to 2040 was adopted (i.e. six weeks from 17 October 2024 being the day after adoption). Any such application should be made no
later than 11:59pm Thursday 28 November 2024.
