What is happening?

THE BOROUGH OF DACORUM
(CONTROLLED PARKING ZONES) ORDER 2020
(AMENDMENT NO.2) (VARIOUS ROADS, HEMEL HEMPSTEAD) ORDER 2024

NOTICE is hereby given that Dacorum Borough Council with the consent of Hertfordshire County Council proposes to make the above Order under the Road Traffic Regulation Act 1984 to amend the existing parking places in parts of Hemel Hempstead as set out below.
The effect of the Order is to make changes to the maximum stay and no return period for the shared use Permit/Pay to Park/Pay-by-phone restrictions within the existing Controlled Parking Zones on the roads listed below:

Maximum Stay 2 hours. No return within 2 hours.
St John’s Road (Zone K)
Maximum Stay 4 hours. No return within 2 hours.
Maximum Stay 2 hours. No return within 2 hours.
Alexandra Road (Zone H)
Maximum Stay 4 hours. No return within 2 hours.
Maximum Stay 2 hours. No return within 2 hours.
The Hours of operation of the Controlled Parking Zones will not change.
The effect of the order is also to vary the charges for the parking bays referred to above to reflect the new maximum stay times. The charges will be varied (under Section 46A of the Road Traffic Regulation Act 1984) as below:

Up to 1 hour (no return within 2 hours) - £0.50
Over 1 hour and up to 2 hours (no return within 2 hours) - £1.00
Over 2 hours and up to 3 hours (no return within 2 hours) - £2.00
Over 3 hours and up to 4 hours (no return within 2 hours) - £4.00
Plus, a service charge as charged by the provider (where pay-by-phone)
Up to 1 hour (no return within 2 hours) - £0.80
Over 1 hour and up to 2 hours (no return within 2 hours) - £1.50
Plus, a service charge as charged by the provider (where pay-by-phone)
The order also removes the restriction on meter feeding for these parking bays up to the maximum stay for the bay.
It is also proposed to replace the Shared Use Parking Bay on London Road (Zone R) with Permit Holders Vehicles Only restrictions.
All other provisions of The Borough of Dacorum (Controlled Parking Zones) Order 2020 will remain unchanged.

Electronic copies of the proposed Order, a statement of reasons for proposing to make the Order and drawings showing details of the proposals are available for inspection online at https://letstalk.dacorum.gov.uk/ until the end of six weeks from the date on which the Order is made or, as the case may be, the Council decides not to make all or part of the Order.
Documents may also be inspected at the offices of Dacorum Borough Council, The Forum, Marlowes, Hemel Hempstead, Hertfordshire HP1 1DN, or Berkhamsted Civic Centre, 161 High Street, Berkhamsted, Hertfordshire, HP4 3HD or Victoria Hall, Akeman Street, Tring, HP23 6AA, during normal office hours.
General enquiries relating to the proposal should be referred to the Traffic Management Team at ADL Traffic and Highways Ltd (Tel: 01454 332100). Objections to the proposal together with the grounds on should be made via https://letstalk.dacorum.gov.uk/ or, if objectors do not have online access, at any of the offices listed above. The deadline for the receipt of objections is noon on Wednesday 31st July 2024. Representations of support will also be received during this time.
Consulting on this scheme is a statutory duty of the Borough Council. Data from this consultation will be collected and held and processed by ADL Traffic and Highways Ltd and Dacorum Borough Council and may be shared with DBC Officers and Borough Councillors. The data will be used to produce a consultation report and to provide feedback to Councillors. Individual respondents will not be identified in the consultation report without permission.
