What is happening?

Luton Borough Council

We want your views on the Councils Cumulative Impact Assessment.

It is the intention of Luton Borough Council to continue the cumulative impact policy also known as a ‘CIP’ in Luton. It is proposed to remove High Town from the CIP area and extend the area to cover Central Ward and a proportion of the South ward.

A CIP can be summarised as the designation of an area (or areas) of the town, which is Luton Town Centre, Central Ward and parts of South ward, where a cumulative impact zone will operate.

In these zones, there will be a presumption that applications for additional licences and variations in those zones will need to demonstrate that they will not contribute to any existing issues that are linked with licensed premises. This includes crime, anti-social behaviour and environmental issues such as littering. This does not mean that applications would not be successful in these locations, but additional information will need to be supplied to ensure that the licensing objectives are met.

The cumulative impact policy is a separate document to the overall licensing policy and is reviewed every three years. If agreed the Cumulative Impact Policy will take effect once adopted.
