What is happening?

The Canterbury City Council (Off-Street Parking Places) Order 2024

Notice is hereby given that Canterbury City Council, in exercise of its powers under sections 32, 35 and 38 of the Road Traffic Regulation Act 1984, and Schedule 9 to that Act, has made an Order for the regulation of the off-street parking places provided by the Council. The Order came into force on 1 April 2024.

 

The effect of the order, the charges which apply and the restrictions which affect the off-street car parks are set out in the Schedule below.

 

PART A

The Order relates to the following car parks:

Beach Street, Beach Walk, Black Griffin Lane, Canterbury Coach Park, Castle Row, Castle Street, Chapel Street, Council Offices (Staff and Visitors), Cow Lane, Faversham Road Seasalter, Gladstone Road, Gorrell Tank, Hampton Pier, Hawks Lane, Holmans Meadow, Keam’s Yard, Kingsmead Leisure Centre, Lang Court, Longport, Market Street, Maynard Road, Memorial Park Herne Bay, Middle Wall, Millers Field, Neptune, New Dover Road Park and Ride, Northgate, North Lane, Notley Street, Ocean View, Orange Street, Oyster, Pound Lane, Queningate, Reculver Drive, Reculver Country Park, Reculver Towers, Riverside, Rosemary Lane, St John’s Lane, St Peter’s Grove, St Radigund’s, School Lane, Simmonds Road, Shaftesbury Road, Southern Way, Station Road West, Sturry Road Park and Ride, Swalecliffe Avenue, Tankerton Road, Tower Way, Toddlers Cove, Victoria Recreation Ground, Victoria Street, Watling Street, Whitefriars, Whitstable Harbour, Whitstable Swimming Pool, William Street, and Wincheap Park and Ride.

 

PART B

Article 1.22 has been replaced with the following:

1.22 ‘Disabled parking bay’ means a bay within a parking place identified by surface markings and or other signage, for the parking at any time of vehicles displaying valid disabled persons badges only for a maximum period of three hours. Payment is not required for a period of three hours, provided that the vehicle has been pre-registered for barrier controlled car parks, after which payment must be made in accordance with charges applicable in that parking place. Payment will not be required in the Orange Street car park, Canterbury and during the day on Mondays to Saturdays in Chapel Street car park, Herne Bay;

The following Article has been removed from the Order:

1.28 Electric Vehicle discount is a saving of 20% of the regular fee, available for an electric vehicle in a barrier controlled car park provided that the vehicle has been pre-registered with the council. A maximum of 2 such vehicles can be registered to an account.

 

Entries for the following car parks have been removed from the First Schedule:

Kingsmead Leisure Centre Car Park

Pound Lane Residents’ Car Park

Rosemary Lane Car Park

Simmonds Road Car Park

 

Kingfisher Close has been added to the First Schedule.

 

A copy of the order may be inspected at www.canterbury.gov.uk

If any person wishes to question the validity of the order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the order is made, apply for the purpose to the High Court.
