What is happening?

Notice is hereby given that Portsmouth City Council at its meeting on 13 February 2024 resolved that where a dwelling remains unoccupied and substantially unfurnished for a period of at least one year, the city council will charge an empty homes premium of the relevant maximum in addition to the full council tax charge.
The relevant maximum from 1 April 2024 is:
● An additional 100% of council tax where the property has been unoccupied and substantially unfurnished for a period of at least one year and less than five years. This amends the council's policy which previously applied a 100% premium where the property was unoccupied and substantially unfurnished for a period of two years but less than five years.
● Empty homes premiums in respect of properties that have been unoccupied and substantially unfurnished for five years or more are unchanged.
Portsmouth City Council further resolved at its meeting on 13 February 2024 that from 1 April 2025, where a dwelling is substantially furnished and is occupied periodically, also known as second homes, the city council will charge a premium of 100% of council tax in addition to the full council tax charge.
