What is happening?

PUBLIC NOTICE OF INQUIRY THE NATIONAL GRID ELECTRICITY TRANSMISSION (HARKER ENERGY ENABLEMENT PROJECT) COMPULSORY PURCHASE ORDER 2023 THE COMPULSORY PURCHASE (INQUIRIES PROCEDURE) RULES 2007

1. Notice is hereby given pursuant to Rule 11 of the Compulsory Purchase (Inquiries Procedure) Rules 2007 (as amended) that that the Secretary of State for Energy Security and Net Zero has instructed a Planning Inspectorate Inspector - Susan Heywood BSc (Hons) MCD MRTPI - to hold a public local inquiry into The National Grid Electricity Transmission (Harker Energy Enablement Project) Compulsory Purchase Order 2023 (the Order) at the date, time and place set out below.

2. The public inquiry will open at 10am on Tuesday 5 March 2024 and will continue as required on 6 and 7 March 2024. The public inquiry will be held in person at Warwick Mill Business Village, Warwick Bridge, Carlisle, Cumbria CA4 8RR.

3. The Order was made by National Grid Electricity Transmission plc (NGET) on 28 September 2023 pursuant to section 10 and Schedule 3 of the Electricity Act 1989 for the purposes of the Harker Energy Enablement Project comprising: (1) replacing the existing Harker substation; (2) refurbishing the existing 132kV overhead lines between Harker substation and the Scottish Border by installing an additional circuit along the existing pylons, and renewing the existing wires between Harker and the Scottish Border (via Longtown); and (3) associated works to maintain and upgrade the existing electricity transmission system and provide additional network capacity for future demand.

4. The Order has been submitted to the Secretary of State for Energy Security and Net Zero for confirmation. If confirmed, the Order will authorise NGET to compulsorily acquire land and new rights in connection with the Harker Energy Enablement Project over land at the Harker Substation, Rockcliffe, Carlisle CA6 4EZ and along the existing overhead line routes known as the V Route, the AL Route and the T Route running to the Scottish Border (at the River Sark near Gretna, and north of Longtown).

5. Copies of the Order, the order maps and the inquiry documentation have been deposited at Carlisle Library, 11 Globe Lane, Carlisle CA3 8NX, Longtown Library, Lochinvar Centre, Longtown, Carlisle CA6 5UG and Brampton Library, 1 Market Place, Brampton CA8 1NW and may be seen at all reasonable hours.
