Construction of New Road Humps at Bynea and
Pemberton Llanelli and Ponthenri
1.NOTICE IS HEREBY GIVEN that Carmarthenshire
County Council (‘the Council’) in exercise of the
powers conferred by section 90A of the Highways Act
1980 (hereinafter called 'the Act') and of all other
enabling powers and after consultation with the chief
officer of police in accordance with section 90C(1) of
the Act and those bodies or persons prescribed by the
Highways (Road Humps) Regulations 1999 (hereinafter
called 'the Regulations') and in accordance with section
90C(2) of the Act intends to construct road humps
in the form of a round top hump complying with the
Regulations at Bynea and Pemberton, Llanelli. The
locations of each of the road humps are more
particularly described in the Schedule to this Notice.
The road humps described in the Schedule are
tapered humps which are not completely kerb to kerb
with a curved top profile measuring 3.7 metres in
length. Each of the road humps will be 75 millimetres
in height all subject to the tolerances permitted in the
Regulations where the hump will not exceed 100
millimetres in maximum height.

statement of the Council’s reasons for introducing
these vertical measures may be examined at the

should send the grounds for your objection in writing

of February, 2024 quoting reference HD/HTTR-1750.
N.B. Please note that all the letters received may be
considered in public by the Council. The content of
letters, together with the name and address of the
person making it, could become available for public
inspection.
