Notice is hereby given that Essex County Council is seeking planning permission
for improvements at the Army and Navy junction and the immediate approaches, consisting of a new ‘Hamburger’ junction layout, additional dedicated bus lanes,
as well as expanded and improved walking and cycling infrastructure. Together with other associated development, works and landscaping.
Location: Army and Navy Junction, Chelmsford.

The proposed development may not accord with the provisions of the Chelmsford Local Plan (2020) in force in the area which the land to which the application relates is situated.
The proposal may affect the setting of a number of listed buildings in the locality including, but not limited to, Hamlet Terrace, Moulsham Mill House, Moulsham Corn Mill, Meadow View and Goldlay House – all Grade II. Part of the application site is
also located within the Chelmer and Blackwater Navigation Conservation Area.
Footpath 97 (Chelmsford) may also be affected by the proposal.

Together with other associated development, works and landscaping.

(Cycle Lane and Footway, Wood Street) (Temporary Prohibition of Use) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984 (as amended).
Effect of the order: To temporarily close to all traffic under section S14(1) of The Road Traffic Regulations Act 1984 (as amended) Cycle Lane/Footway, Wood Street
in the City of Chelmsford, from its junction with Princes Road to its junction with Wood Street for approximately 61 metres.
The closure is scheduled to commence on 25 January 2024 to 02 February or where appropriate signs are showing and weather permitting. The cycle lane and footway will be closed at some point between these dates and will be signed on site. The closure is required to allow for works to be carried out for an UKPN New Service Connection.
The alternative route will be via Wood Street, subway London Road, Moulsham Street, Princes Road and vice versa.
The Order will come into effect on 25 January 2024 and may continue in force for
6 months, or until the works have been completed, whichever is the earlier. This Order may be extended by the Secretary of State if an extension is required.
(Pound Lane, South Benfleet) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of
the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Pound Lane, South Benfleet in the Borough of Basildon, from its junction with Southend Arterial Road for a distance of approximately 55m in a southerly direction. The closure is scheduled to commence on 17th February 2024 for 8 days, or where stated on a valid permit (AZ5021001290269 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while survey works are undertaken by Cadent.
Alternative routes are available via:
1. Southend Arterial Road, Nevendon Road Roundabout, East Mayne, East Mayne Roundabout Junction Cranes Farm Road, Felmores Roundabout, Broadmayne Roundabout, South Mayne, Broadway Link Roundabout, Pitsea Bypass, Sadlers Farm Roundabout, London Road (with access only into Pound Lane).
2. London Road, Sadlers Farm Roundabout, A130 New Bypass, Canvey Way, Southend Arterial Road Slip Road from A127 To A132 Westbound, Southend Arterial Road (with access only into Pound Lane).
The Order will come into effect on 25th January 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Various Roads, Chelmsford) (Temporary Prohibition of Traffic) (Streetworks No.1) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of
the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close those various lengths of roads in the City
of Chelmsford, as detailed in the Schedule.
The works are scheduled to commence after 25th January 2024, as stated on a valid permit. The scheduled dates may vary for these works with appropriate signs showing and/or displayed on www.roadworks.org. The roads will be closed to facilitate each phase and then re-opened to the public. Access will be maintained
for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter / leaflet drop and advanced warning signs on the road.
The closures are required for the safety of the public and workforce while laying new duct works are undertaken by Gigaclear.
The Order will come into effect on 25th January 2024 and may continue in force
for 18 months or until the works have been completed, whichever is the earlier.

Writtle Road/Ivy Barn Lane, Margaretting) (Temporary Prohibition
of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of
the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of Writtle Road, Margaretting in the City of Chelmsford, from a point approximately 340m north west of its junction with
Main Road for a distance of approximately 225m in a north westerly direction.
2. To temporarily close that length of Ivy Barn Lane, Margaretting in the City of Chelmsford, from its junction with Writtle Road for a distance of approximately 220m in a south westerly direction.
The closures are scheduled to commence on 12th February 2024 for 19 days, or where stated on a valid permit (EN01347609/B – Essex And Suffolk Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures are required for the safety of the public and workforce while new connection works are undertaken by Essex and Suffolk Water.
Alternative routes are available via:
A12, Three Mile Hill Roundabout, Three Mile Hill, Writtle Bypass Roundabout, Greenbury Way, Margaretting Road Roundabout, Greenbury Way, Highwood Road Roundabout, Highwood Road, The Causeway, Highwood Road and vice versa,
OR Main Road, White Place Roundabout, Link Between Three Mile Hill Roundabout and Whites Place Roundabout, Three Mile Hill Roundabout, Three Mile Hill, Writtle Bypass Roundabout, Greenbury Way, Margaretting Road Roundabout, Margaretting Road and vice versa (with access only into Nathans Lane, Writtle Road and
Wantz Road).
The Order will come into effect on 25th January 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Brockenhurst Way, Bicknacre) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Brockenhurst Way, Bicknacre in the City of Chelmsford, from its junction with Lyndhurst Drive for a distance of approximately 25m in a north westerly direction. The closure is scheduled to commence on 1st February 2024 for 14 days, or where stated on a valid permit (AZ5011001291311 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while mains replacement works are undertaken by Cadent.
An alternative route is available via Lyndhurst Drive, The Grove, Deerhurst Chase
and vice versa (with access only into Brockenhurst Way).
The Order came into effect on 11th January 2024 and may continue in force for
18 months or until the works have been completed, whichever is the earlier.
