Advertisement for Appointment of Independent (Co-opted) Members and Chair
Northumberland County Council is looking to strengthen its successful Audit Committee further, by the appointment of three independent (co-opted) members, one of which would chair this important committee.
The role of the Audit Committee is to give independent oversight and assurance on the County Council's arrangements for risk management, internal control, and financial governance (including preparation of the statutory accounts). The Audit Committee also fulfils the role of Group Audit Committee, for the Council's group of companies.
The Audit Committee comprises 8 Councillors, an independent (co-opted) Chair and a further 2 independent (co-opted) members. The independent members and Chair of the Committee are not elected and are appointed by the Council from the local community. The Audit Committee is currently scheduled to meet 6 times a year, usually a Wednesday morning, to deal with set items of business, but this is subject to annual review.
To be considered for these roles, you must be experienced in matters of an audit nature. You will also be skilled in risk management, performance management and financial governance, preferably within a large or public sector organisation. You will be able to demonstrate probity and the highest level of integrity in your conduct.
Applications cannot be considered from anyone who is a serving Northumberland County Council officer or elected member, or who has discharged such a role in the last 5 years, though existing independent (co-opted) members are welcome to apply. Similarly, applications from Directors or employees of companies within the County Council's accounting group boundary, or those who have been Directors or employees of such companies within the last 5 years, cannot be considered for this role. The County Council is committed to upholding the Nolan principles and any other potential conflicts of interest will be considered on a case-by-case basis.
The work will be challenging, innovative and provides a real opportunity for you to make an active contribution to strengthening our corporate governance. If you feel you have the experience and personal qualities to undertake this role, an application form and information pack are available by contacting Kevin McDonald on 07966 325215 or emailing Kevin.McDonald@northumberland.gov.uk
The closing date for receipt of applications is 23:59 hours on Sunday 7 January 2024. It is intended to hold interviews during January 2024. Appointments will be for a 2-year term of office and will be subject to approval by County Council at their May meeting. The allowance payable for the roles are £4,005 p.a. for the Chair and £1,000 p.a. for co-opted members.
