Mae Vale of Rheidol Railway Limited (rhif cwmni 02188631) (yr Ymgeisydd) o Goedlan y Parc, Aberystwth, Ceredigion, Cymru SY23 1PG yn mynd i wneud cais i weinidogion Cymru o dan adran 6 o Ddeddf Trafnidiaeth a Gweithfeydd 1992, am y gorchymyn a grybwyllwyd uchod o dan adrannau 1 a 5 o’r Ddeddf honno.

Mae’r gorchymyn drafft yn gwneud darpariaeth ar gyfer trosglwyddo Gorchymyn Rheilffordd Fynydd Aberhonddu (Rheilffordd Ysgafn) 1980 (1980 Rhif 671) o Brecon Mountain Railway Company Limited i’r Ymgeisydd, wedi i’r Ymgeisydd feddiannu asedau Brecon Mountain Railway Company.

Mae’r gorchymyn drafft yn egluro’r pwerau a roddwyd i weithredwr y reilffordd drwy hepgor rhai o’r darpariaethau cydsynio a gynhwysir yng Ngorchymyn Rheilffordd Fynydd Aberhonddu (Rheilffordd Ysgafn) 1980 i gydnabod bod y reilffordd bellach yn reilffordd gwbl weithredol. Mae’r gorchymyn drafft yn rhoi’r hyblygrwydd i’r Ymgeisydd weithredu’r rheilffordd gan ddefnyddio ffurfiau ychwanegol o bŵer symud nad oedd ar gael pan ganiatawyd y gorchymyn gwreiddiol ym 1980.

Mae’r gorchymyn drafft yn darparu ymhellach ar gyfer trosglwyddo’r reilffordd gan yr Ymgeisydd.

Nid yw’r cais i’w wneud yn amodol ar asesiad effaith amgylcheddol.

Gellir archwilio copi o’r cais, ac o’r holl blaniau a dogfennau a gyflwynwyd gydag ef, yn rhad ac am ddim rhwng 9yb a 3yh ar ddyddiau Mawrth, Mercher a Iau yng ngorsaf Pant, Merthyr Tudful CF48 2DD tan 4 Mawrth 2025. Gellir cael copïau o’r wybodaeth honno oddi wrth y Rheolwr Cyffredinol yng ngorsaf Pant. Efallai y bydd tâl yn daladwy.

Dylid anfon unrhyw wrthwynebiadau i’r cynigion yn y cais, neu unrhyw sylwadau eraill yn eu cylch, at Weinidog Cymru c/o Penderfyniadau Cynllunio ac Amgylchedd Cymru, Adeiladau’r Goron, Parc Cathays, Caerdydd CF10 3NQ a PEDW.casework@gov.wales.

RHAID i wrthwynebiad neu sylw arall (i) gael ei dderbyn gan Weinidog Cymru ar neu cyn 4 Mawrth 2025, (ii) gael ei wneud yn ysgrifenedig (p’un ai drwy’r post neu e-bost), (iii) ddatgan sail y gwrthwynebiad neu sylw arall, (iv) nodi pwy sy’n gwneud y gwrthwynebiad neu sylw arall, a (v) rhoi cyfeiriad y gellir anfon gohebiaeth sy’n ymwneud â’r gwrthwynebydd neu’r sylwadwr ato/ati. The Brecon Mountain Railway (Light Railway) Order Notice Of Application For An Order

The Vale of Rheidol Railway Limited (Company number 02188631) (the Applicant) of Park Avenue, Aberystwth, Ceredigion, Wales SY23 1PG is to apply to the Welsh Ministers under section 6 of the Transport and Works Act 1992, for the above-mentioned order under sections 1 and 5 of that Act.

The draft order makes provision for the transfer of the Brecon Mountain Railway (Light Railway) Order 1980 (1980 No. 671) from The Brecon Mountain Railway Company Limited to the Applicant pending the acquisition of the Brecon Mountain Railway Company’s assets by the Applicant.

The draft order clarifies the powers granted to the operator of the railway by omitting some of the consent provisions contained in The Brecon Mountain Railway (Light Railway) Order 1980 in recognition that the railway is now a fully operational railway. The draft order provides the Applicant with the flexibility to opeate the railway using additional forms of motive power that were not available when the original 1980 order was granted.

The draft order further provides for the transfer of the railway by the Applicant.

The application is not to be made subject to an environmental impact assessment.

A copy of the application, and of all plans and other documents submitted with it may be inspected free of charge between the hours of 9am and 3pm on Tuesdays, Wednesdays and Thursdays at Pant Station, Merthyr Tydfil CF48 2DD until 4 March 2025. Copies of that information may be obtained from the General Manager at Pant Station. A charge may be payable.

Any objections to, or other representations about, the proposals in the application should be sent to the Welsh Minister c/o Planning and Environment Decisions Wales, Crown Buildings, Cathays Park, Cardiff CF10 3NQ and PEDW.casework@gov.wales.

An objection or other representation MUST (i) be received by the Welsh Minister on or before 4 March 2025, (ii) be made in writing (whether sent by post or e-mail), (iii) state the grounds of the objection or other representation, (iv) indicate who is making the objection or other representation, and (v) give an address to which correspondence relating to the objection or other representation may be sent. (If you are sending your objection or other representation by e-mail, please provide a postal address and state “Brecon Mountain Railway (Light Railway) Order” in the subject of the email).

The Welsh Minister may make complete copies of the objections and other representations public, including any personal information contained in them, and will copy them to the applicant for the order.
