What is proposed?

THE HAMPSHIRE (C23 WALWORTH ROAD AND OX DROVE, PICKET PIECE) (30 AND 40 MILES PER HOUR SPEED LIMIT) ORDER 2026

NOTICE IS HEREBY GIVEN that Hampshire County Council made the above-mentioned Order on Tuesday 22nd September 2026, in exercise of its powers and duties under Sections 84 and 122 of the Road Traffic Regulation Act 1984, Part IV of Schedule 9 to the Act and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act, and having discharged its duty under section 122 of the Act.

GENERAL NATURE AND EFFECTS OF THE ORDER: Will be to extend the 30mph speed limit currently in place on Walworth Road 39 metres east of the current location where it turns from 30mph into 40mph (1395 metres west of its junction with Ox drove currently to 1434 metres west of its junction with Ox drove proposed).

DATE OF OPERATION: The order will come into force on Saturday 3rd October 2026.

FURTHER DETAILS: A copy of this notice, the proposed order, a map showing the location and effect of the proposal, a statement of reasons and the order to be revoked may be viewed at https://www.hants.gov.uk/community/publicnotices or inspected during the usual office hours at the following places:

(i) Andover Library, Chantry Centre, Andover, SP10 1LT (Opening hours: Monday & Wednesday – Saturday: 09.30 - 17.00; Tuesday: 09.30 - 13.30)

(ii) Test Valley Borough Council, Andover Offices, Beech Hurst, Weyhill Road, Andover, SP10 3AJ (Opening hours: Monday – Thursday: 08.30 - 17.00; Friday: 08.30 - 16.30)

(iii) Hampshire County Council Headquarters, The Castle, Winchester, SO23 8UJ (Opening hours: Mondays to Thursdays 8.30 - 17.15; Fridays 8.30 – 16.45)

(iv) Copies of the order as made, plan and statement of reasons can also be obtained by e-mailing public.notices@hants.gov.uk or by writing to Traffic Orders Team, Safer Roads and Parking, Universal Services, 2nd Floor, Elizabeth II Court West, The Castle, Winchester SO23 8UD quoting reference: C897/MJB

APPLICATION TO THE HIGH COURT: Any person desiring to question the validity of the Order or of any of its provisions on the grounds that it is not within the relevant powers of the Act, or that any of the relevant requirements of the Act or of any relevant instrument made thereunder has not been complied with in relation to the Order may, by Friday 13th November 2026 make application for the purpose to the High Court.
