TEMPORARY TRAFFIC MANAGEMENT ORDER

(HIGHBRIDGE ROAD, BARKING)

(TEMPORARY PROHIBITION OF VEHICULAR TRAFFIC)

ORDER 2026

NOTICE OF MAKING

1. NOTICE IS HEREBY GIVEN that in order to facilitate reinforcement of gas main to allow gas for redevelopment, the London Borough of Barking and Dagenham has made a Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984.

2. The order is expected to come into effect on Monday 23 February 2026. The works expected for:

• Reinforcement of the existing gas network required to ensure sufficient gas supply to new development. Works to take 41 days to complete. Completion date estimated as Tuesday 24 March 2026 with the work expected to be undertaken in 3 phases.

However, the Order will remain in force for 18 months to be re-introduced should further works be required.

3. When the works are taking place and the appropriate traffic signs are being displayed the Order will temporarily: -

• During phases 1-3 Prohibit all vehicular traffic on:

° North Circular Road slip road southbound carriageway western lane, from a point approximately 125 metres north of its junction with London Road/Highbridge Road roundabout to its junction with London Road/Highbridge Road roundabout.

° Barking Road eastbound carriageway inner and central lane from its junction with London Road/Highbridge Road roundabout for 29.5 metres in a westerly direction.

• During phases 1-3 Reduce the current speed limit from 30mph to 20mph on:

° North Circular Road southbound slip road from approximately 186 metres north of its junction with London Road/Highbridge Road roundabout to its junction with London Road/Highbridge Road roundabout.

° For the entirety of London Road/Highbridge Road roundabout

° Hertford Road from its junction with London Road/Highbridge Road roundabout for 22 metres in a north-easterly direction.

° London Road from its junction with London Road/Highbridge Road roundabout for 105 metres in an easterly direction.

° Barking Road from its junction with London Road/Highbridge Road roundabout for 60 metres in a westerly direction.

° Entrance to Langdon Academy from its junction with Barking Road for 13 metres in a southerly direction.

° North Circular Road northbound slip road from its junction with London Road/Highbridge Road roundabout for 13 metres in a southerly direction.

• During phases 1–3 Suspend the pedestrian crossing signals on:

° North Circular Road slip road northbound carriageway approximately 29 metres south of its junction with London Road/Highbridge Road roundabout.

° North Circular Road slip road southbound carriageway approximately 29.5 metres north of its junction with London Road/Highbridge Road roundabout.

Phase 1

° Prohibit all vehicular traffic on London Road/Highbridge Road roundabouts inner and central lane eastbound carriageway from the Barking Road exit for 116 metres to the London Road roundabout exit.

° Prohibit all vehicular traffic on London Road in the westbound carriageway southern and central lane, from its junction with London Road/Highbridge Road roundabout for 48.3 metres in an easterly direction.

° Prohibit all vehicular traffic in the outside and central lane on London Road/Highbridge Road roundabout westbound carriageway from its junction with Highbridge Road for approximately 44.5 metres in a westerly direction.

° Prohibit all vehicular traffic on Highbridge Road, northbound carriageway, from its junction with the access road to Tesco Superstore to its junction with London Road/Highbridge Road roundabout.

° Reduce the current speed limit from 30mph to 20mph on Highbridge Road, in the southbound carriageway, from its junction with London Road/Highbridge Road roundabout for 123 metres in a southerly direction

° Introduce a banned right turn for all vehicular traffic from the access road to Tesco Superstore into Highbridge Road.

Phase 2

° Prohibit all vehicular traffic on London Road/Highbridge Road roundabout inner and central lane from the Barking Road exit for 180 metres in an easterly, southerly and then westerly direction to the Highbridge Road exit.

° Prohibit all vehicular traffic on London Road in the inner and central lane of the westbound carriageway from its junction with London Road/Highbridge Road roundabout for 46 metres in an easterly direction.

° Prohibit all vehicular traffic on Highbridge Road, northbound carriageway eastern lane, from its junction with London Road/Highbridge Road roundabout for 34 metres in a southerly direction.

° Reduce the current speed limit from 30mph to 20mph on Highbridge Road, both sides, from its junction with London Road/Highbridge Road roundabout for 52.7 metres in a southerly direction.

Phase 3

° Prohibit all vehicular traffic on London Road/Highbridge Road roundabout inner and central lane eastbound carriageway from the entrance to the North Circular Road northbound slip road for approximately 86 metres to the Hertford Road exit.

° Prohibit all vehicular traffic on London Road in the central and inner lane of the westbound carriageway from its junction with London Road/Highbridge Road roundabout for 46 metres in an easterly direction.

° Prohibit all vehicular traffic on London Road/Highbridge Road roundabout, outer and central lane southbound carriageway, from a point 13.5 metres north-west of the northern kerb line of the central island at its junction with London Road for 28.5 metres in a southerly direction.

° Reduce the current speed limit from 30mph to 20mph on Highbridge Road, both sides, from its junction with London Road/Highbridge Road roundabout for 8 metres in a southerly direction.

4. When phase 1–3 closures are in place, temporary traffic signals will control traffic and pedestrian flow:

• For pedestrians and vehicles:

° Pedestrian crossing on the North Circular Road Northbound slip road 29 metres north of its junction with London Road/Highbridge Road roundabout

° Pedestrian Crossing on the North Circular Road Southbound slip road 29.5 metres north of its junction with London Road/Highbridge Road roundabout

• For vehicles:

° Two-way traffic light signals at the junction of North Circular Road northbound slip road and London Road/Highbridge Road roundabout

° Two-way traffic light signals at the junction of North Circular Road southbound slip road and London Road/Highbridge Road roundabout

5. Alternative route for vehicles travelling northbound from the entrance to Tesco Superstore will be maintained and signed:

• Via Highbridge Road, North Circular Road (A406), Beckton Roundabout, North Circular Road (A406)
