ROAD TRAFFIC REGULATION ACT 1984 – SECTION 46A VARIATION OF RESIDENT, BUSINESS, CAR CLUB, NHS AND TEACHER PARKING PERMIT CHARGES – SECTION 35C VARIATION OF THE POLICE PERMIT CHARGE
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton intend, from 28 May 2025, to:-
(a) vary the charges for business, car club, NHS on-street, resident and teacher parking permits under section 46A of the Road Traffic Regulation Act 1984, as amended;
(b) vary the charges as shown in Schedule 2 to this Notice for police permits for the use of the Queens Road off-street car park under section 35C of the Road Traffic Regulation Act 1984 as amended, in accordance with section 25 of the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996.
The existing charges for resident permits and the new charges for resident permits, which will come into effect on 28 May 2025, are shown in Schedule 1 to this notice as they apply to the controlled parking zones in which the relevant resident permit may be used for parking in resident permit holder parking places or shared-use parking places.
The existing charges for business, car club, NHS on-street and teacher parking permits (for parking in designated bays in the case of business and car club permits, and in any resident or shared-use bay in the case of NHS on-street and teacher parking permits), and the new charges for such permits, which will come into effect on 28 May 2025, are shown in Schedule 2 to this notice.
NB1: Permits issued for a duration of other than a year will continue to be subject to the charge on a pro-rata basis.
NB2: The incremental charge increase for each additional resident permit will remain unchanged.
NB3: The charge applicable to electric vehicles for resident and teacher permits will remain unchanged at £50 and a £40 reduction will continue to be applied to business permits for electric vehicles.
NB4: The diesel supplement and the carbon supplement (which applies to petrol vehicles which produce carbon dioxide emissions at a rate of 226gCO2/km or higher) will remain at £150pa and will continue to apply to resident, business and teacher permits for applicable vehicles.

ROAD TRAFFIC REGULATION ACT 1984 - SECTIONS 14(1)

(ROTHESAY AVENUE, SW20)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025
The Council of the London Borough of Merton hereby give notice that to facilitate critically required remedial works at No. 14 Rothesay Avenue, SW20, (St George’s Grove), they have made an Order, the effect of which will be to introduce temporary waiting and loading restrictions in the said road.
During the works, no person will cause or permit any vehicle to wait, including for the purposes of loading or unloading a vehicle, in Rothesay Avenue, the north-east side, at its junction with Kingston Road, north-westward for a distance of 40 metres.
Any designated parking place situated in the road or length of road specified in paragraph 2 above will be suspended for the duration of the works.
The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Nothing in the Order will apply to: –
(a) any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or
(b) any vehicle with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
The Order will come into operation on Tuesday 6 May 2025 and it is anticipated the works will be completed on 10 October 2025. However, the Order will remain in force for 6 months should further works be required.

(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025
The Council of the London Borough of Merton hereby give notice that to facilitate construction and development works at No. 22 Ridgway Place, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in Ridgway Place.
During the works, no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading in Ridgway Place, the north-east side, from a point 5 metres south-east of the common boundary of Nos. 20 and 22 Ridgway Place, south-eastward for a distance of 24 metres, between the hours of 8.30am and 6.30pm on Mondays to Saturdays.
Any designated parking place situated in the road or length of road specified in paragraph 2 above will be suspended for the duration of the works.

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 23 April 2025, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended and all other enabling powers.
The general effect of the “Cycle Hire Parking Places” Order will be to designate parking place areas for the parking of pedal cycles being used in a public hire scheme operated under an agreement with the Council.
The general effect of the other “Parking Places” Orders will be to remove existing lengths of parking place in the locations of road specified in the Schedule to this notice to accommodate the introduction of pedal cycle hire parking places.
A copy of the Orders, which will come into force on 25 April 2025, and other documents giving more detailed particulars of the Orders, including plans specifying the roads or lengths of road affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden SM4 5DX. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulation made thereunder has not been complied with in relation to the Orders may, with six weeks from the date on which the Orders were made, make application for the purpose to the High Court.
