Temporary Parking Restrictions Various Roads in the Borough

(Reference 24/009)

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water pipe replacement works they Intend to make a temporary Traffic Order, the effect of which will be to Introduce a temporary prohibition of traffic in various streets.

2. Whilst the works take place no person shall cause or permit any vehicle to wait or stand In the roads detailed In the schedule, between the dates indicated. The restrictions will operate on a rolling basis.

3. The order will come into effect on 18 January 2024. The restrictions will be in force at all times from 18 January 2024 until 17 April 2024. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)

Temporary Waiting Restrictions Hill View Road, Twickenham.

(Reference 24/012)

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas pipe replacement works, they intend to make a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in Hill View Road, Twickenham.

2. Whilst the works take place no person shall cause or permit any vehicle to wait or stand in Hill View Road on both sides from a point 23 meters from the junction with Cole Park Road eastwards for a distance of 30 meters.

3. The order will come into effect on 19 January 2024. The works are anticipated to be in progress at all times from 19 January 2024 to 08 March 2024. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

BROOK ROAD, TWICKENHAM

(Reference 24/013)

1. The Council of the London Borough of Richmond upon Thames, with the agreement of Transport for London, on 10 January 2024 made the above Orders under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended. The Orders will come into force on 22 January 2024.

2. The general effect of the Orders is:-

(a) no person shall cause or permit aby vehicle to proceed in Brook Road, between its junctions with St Margarets Grove and the A316 Cherstey Road other than in a direction from south to north;

(b) no person shall cause or permit any vehicle to turn right from Brook Road into the A316 Chertsey Road;

(c) no person shall cause or permit any vehicle to enter Brook Road at its unction with the A316 Chertsey Road;

(d) to extend the double yellow lines at the junction of St Margarets Grove by 1 metre in Brook Road.

3. Copies of particulars giving further details of the scheme: -

(a) can be inspected, quoting Reference 24/013, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices.

4. In pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director - Traffic and Engineering of the London Borough of Richmond upon Thames, as the specified officer, or some person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the areas through which the roads affected by the Orders run, modify or suspend the Orders or any provision thereof.

5. If the provisions of the Orders continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions should be reproduced and continued in force indefinitely by means of Order under section 6 of the said Act of 1984. Persons wishing to subject to or support the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of six months referred to above (i.e. 26 July 2024) send a statement in writing of their objection and the grounds of that objection to the address below.

6. Please address any representations to the Orders to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham, TW1 3BZ or by email to TrafficOrders@richmond.gov.uk quoting the reference given above.

7. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
