What is happening?

TEMPORARY TRAFFIC RESTRICTIONS

Notice Is hereby given that City of York Council (the Council), in exercise of powers under Sections 14(1) & 15(8) of the Road Traffic Regulation Act 1984 (the Act), made an order on the 2nd day of November 2023 in respect of the locations numbered (1), (2), (3), (4), (5), (6), (7) & (8). Furthermore, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of the locations numbered (9), (10), (11) & (12).

(1) LORDS MOOR LANE TO YORK LANE & COMMON ROAD. STRENSALL

This Order prohibits vehicles from proceeding and waiting in that length of road on Lords Moor Lane To York Lane and Common Road, Strensall (i) on Lords Moor Lane To York Lane between a location 135 metres north-east of the projected north-eastern boundary of The Haven property and the junction with York Lane and (ii) on Common Road between the junction with Lords Moor Lane To York Lane and a location 83 metres north-east of said junction (closed roads) during the period when highway resurfacing works are being undertaken thereon, commencing at 0800hrs on Monday, 06 November 2023 and ending at 1700hrs on Friday, 10 November 2023 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the road will only be closed between 0800hrs and 1700hrs each day during the works period. An alternative route for diverted vehicles will be signed during the works period via York Lane, Rice Lane, New Road, Goose Track Lane, Sheriff Hutton Road, York Road, Flaxton Road.

(2) DAUBY LANE. ELVINGTON

This Order prohibits vehicles from proceeding and waiting in that length of road on Dauby Lane, Elvington between its junctions with Main Street and the A1079 Hull Road (closed road) during the period when highway resurfacing works are being undertaken thereon, commencing at 0800hrs on Monday, 06 November 2023 and ending at 1700hrs on Friday, 17 November 2023 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the road will only be closed between 0800hrs and 1700hrs each day. An alternative route for diverted vehicles will be signed during the works period via Main Street, High Lane, Back O' Newton, A1079, Common Lane, Elvington Lane.

(3) A19 SHIPTON ROAD. SKELTON

This Order prohibits vehicles from proceeding and waiting in that length of central reservation traffic lane on A19 Shipton Road, Skelton between the projected south-eastern boundary of property No. 6 Burtree Avenue and a location 70 metres south-east of said projected boundary (closed road) during the period when highway resurfacing works are being undertaken thereon, commencing at 1900hrs on Saturday, 11 November 2023 and ending at 2300hrs on Friday, 17 November 2023 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, vehicles will be restricted to a 20 miles per hour (mph) speed limit in those lengths of north-westerly bound carriageway on A19 Shipton Road between a location 43 metres southeast of the projected south-eastern boundary of property No. 13 Park Close, Skelton and a location 260 metres north-west of said projected boundary (restricted road).

(4) TAMWORTH ROAD. YORK

This Order prohibits vehicles from proceeding and waiting in that length of road on Tamworth Road, York between its roundabout controlled junction with Water Lane and a location 20 metres south-east of said junction (closed road) during the period when sewer maintenance works are being undertaken thereon, commencing at 0930hrs on Tuesday, 07 November 2023 and ending at 1430hrs on Tuesday, 07 November 2023 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period via Arlington Road, Water Lane.

(5) LAYERTHORPE. YORK

This Order prohibits pedestrians from proceeding and waiting in that length of footway on Layerthorpe, York on both sides between the junction with Foss Islands Road and a location 120 metres north-east of said junction (closed footways) during the period when power grid works are being undertaken thereon, commencing at 0800hrs on Wednesday, 08 November 2023 and ending at 1700hrs on Friday, 17 November 2023 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians will be signed during the works period.

(6) MONKS CROSS DRIVE. YORK

This Order prohibits vehicles & pedestrians from proceeding and waiting in that length of footway on Monks Cross Drive, York between the roundabout controlled junction with Jockey Lane and a location 30 metres north of said junction (closed footway) during the period when telecoms works are being undertaken thereon, commencing at 0001 hrs on Friday, 10 November 2023 and ending at 0600hrs on Friday, 10 November 2023 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Pedestrians and cyclists (dismounted) will be marshalled through the works site.

(7) TADCASTER ROAD. YORK

This Order prohibits vehicles from proceeding and waiting in that length of road on Tadcaster Road, York (i) between its junctions with Scarcroft Road and Knavesmire Road and (ii) between its junctions with Knavesmire Road and St. Helens Road and (Mi) between the junction with St. Helen's Road and the roundabout controlled junction with Moor Lane and (iv) between the roundabout controlled junction with Moor Lane and the junction with Sim Balk Lane (closed roads) during the period when highway resurfacing works are  being undertaken thereon, commencing at 2130hrs on Monday, 06 November 2023 and ending at 0600hrs on Friday, 08 December 2023 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the roads will only be closed between 2130hrs and 0600hrs each night of the works period. Traffic management operatives will assist residents to access their properties wherever possible. It is envisaged that the works will be completed in phases to reduce the impact on local residents. Alternative routes for diverted vehicles will be signed during the works period via A1237, A19, York Inner Ring Road, A59.

(8) CINDER LANE PROW 55/131/10 (CONTINUATION). YORK

This Order, with authorisation from the Secretary of State for Transport, continues in force The York (Cinder Lane PROW 55/131 /10) (Temporary Traffic Restriction) Order 2022 (original Order). The effect of which is to continue in force the prohibition on vehicles & pedestrians from proceeding and waiting in that length of footpath on Cinder Lane PROW 55/131/10, York between its junction with Leeman Road and a location 390 metres southwest of said junction (closed footpath) during the period commencing at 0001 hours on Saturday, 11 November 2023 and ending at 2359 hours on Saturday, 31 August 2024 (works period) or on a date when York Central Development works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians & cyclists will be signed during the works period.

(9) FIFTH AVENUE. YORK

This Order will prohibit vehicles from proceeding and waiting in that length of road on Fifth Avenue, York between its junction with Melrosegate and a location 46 metres west of said junction (closed road) during the period when telecoms works are being undertaken thereon, commencing at 0800hrs on Sunday, 12 November 2023 and ending at 1700hrs on Sunday, 12 November 2023 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period via Fourth Avenue and Melrosegate.

(10) CLIFFORD STREET. CUMBERLAND STREET AND KING STREET. YORK

This Order will prohibit vehicles from proceeding and waiting in that length of road on Clifford Street, Cumberland Street And King Street, York (i) on Clifford Street between the junctions with King Street and Cumberland Street and (ii) on King Street between the junction with Clifford Street and a location 25 metres south-west of said junction and (iii) on Cumberland Street between the junction with Clifford Street and a location 34 metres south-west of said junction (closed roads) during the period when building maintenance works are being undertaken thereon, commencing at 2200hrs on Sunday, 12 November 2023 and ending at 0600hrs on Monday, 13 November 2023 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, the 'ONE WAY' direction of traffic flow in King's Staith, King Street and Cumberland Street are suspended during the period of physical closure to allow two-way traffic flow in the said roads and all on-street parking on Cumberland Street will be suspended for the works period only (restricted road). An alternative route for diverted vehicles will be signed during the works period via King Street, Cumberland Street, Low Ousegate, Rougier Street, Station Road, Queen Street, Nunnery Lane, Bishopgate Street, Tower Street.

(11) CLEMENTHORPE. YORK

This Order will prohibit vehicles from proceeding and waiting in that length of road on Clementhorpe, York between its junction with Prices Lane and a location 35 metres east of said junction (closed road) during the period when sewer maintenance works are being undertaken thereon, commencing at 0800hrs on Monday, 13 November 2023 and ending at 1700hrs on Friday, 17 November 2023 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period via Darnborough Street, Cherry Street, Terry Avenue, Bishopgate Street.

(12) MANSFIELD STREET. YORK

This Order will prohibit vehicles from proceeding and waiting in that length of road on Mansfield Street, York between its junction with Foss Islands Road and a location 50 metres north-east of said junction (closed road) during the period when highway resurfacing works are being undertaken thereon, commencing at 0800hrs on Monday, 13 November 2023 and ending at 1700hrs on Thursday, 16 November 2023 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely.

(13) BURTON STONE LANE. YORK

This Order will prohibit vehicles from proceeding and waiting in that length of road on Burton Stone Lane, York between its junction with Lumley Road and a location 75 metres north-east of said junction (closed road) during the period when utilities works are being undertaken thereon, commencing at 0800hrs on Monday, 13 November 2023 and ending at 1800hrs on Friday, 08 December 2023 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period via Clifton, Water Lane, Burdyke Avenue, Creighton Avenue, Wigginton Road, Clarence Street, Gillygate, Bootham.

The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
